Mr President , Mr Fava’s report is like a dried lemon – no matter how hard you squeeze it , hardly any juice comes out ; even so , it is a better , more responsible and more restrained report than the one presented by the Parliamentary Assembly of the Council of Europe

It is a testimony we should all remember when making agreements with Latin American countries which do not respect human rights. It is also very poetic. Why not bring a little poetry into this Parliament , which is so lacking in it.I shall read the selected paragraphs word for word : They took the cows , the horses , the donkeys , flattened the crops , sent in bulldozers , pulled up the root crops and destroyed our houses. On my plot I had been able to plant and get large fruit trees to flourish ; I had grown 35 lemon trees , 40 fine mango trees , soursops which produced fruit weighing several pounds , guavas , custard apples , melons and watermelons
Es handelt sich um eine Aussage , die wir beim Abschluß von Vereinbarungen mit lateinamerikanischen Ländern , die die Menschenrechte nicht achten , berücksichtigen müssen. Außerdem ist sie sehr poetisch. Warum sollten wir in diesem Parlament nicht etwas poetisch sein , da es ihm so sehr an Poesie mangelt.Ich lese Ihnen die Absätze , die ich ausgewählt habe , vor : Sie haben uns die Kälber , andere Tiere , Esel geklaut , sie haben unsere Saat zerstört , sie schickten Bulldozer , zerstörten die Pflanzen an der Wurzel und unsere Häuser. Auf meiner Parzelle habe ich gesät , und es sind große Obstbäume gewachsen : der Limonenbaum erreichte 35 Palos , 40 Mangobäume , Flaschenbäume , die mehrere Pfund Früchte erbrachten , Honigäpfel , Zimtäpfel und Melonen
It does not respond to it as regards democracy since the Convention has organised a Europe that has no contact with the outside world , where various elements have slightly changed place. Parliament cannot actually complain about the progress made , but it is very far from what we call democracy , in other words the direct participation of the people in the decisions that affect them.I will not talk about foreign policy , where we have very clearly been sold a lemon given that 18 out of 25 European countries have no desire for a European policy as such in this field.I would reiterate what Mr Crowley said : if it is a Constitution , it must be put to a referendum , and if it is not put to a referendum by the people of Europe , it will not be a Constitution , because none of the citizens will feel committed to or protected by it
Er wird ihm hinsichtlich der Demokratie nicht gerecht , denn das vom Konvent entworfene Europa ähnelt eher einem geschlossenen Gefäß , in dem die einzelnen Elemente nur sehr vage ihren Platz verändert haben. Das Parlament kann sich über die erzielten Gewinne nicht beklagen , aber all das ist doch sehr weit von dem entfernt , was man Demokratie nennt , das heißt von der direkten Mitwirkung der Bürger an den sie betreffenden Entscheidungen.Von der Außenpolitik will ich gar nicht reden , denn da liegt ganz eindeutig eine Täuschung vor , wenn man bedenkt , dass 18 von 25 europäischen Ländern auf diesem Gebiet auf keinen Fall eine so genannte europäische Politik wollen.Lassen Sie mich an die Worte von Herrn Crowley anknüpfen : wenn es sich um eine Verfassung handelt , muss eine Volksabstimmung darüber stattfinden , und wenn dazu nicht das Votum der europäischen Völker eingeholt wird , dann wird es keine Verfassung sein , denn kein Bürger wird sich dieser Verfassung verpflichtet oder durch sie geschützt fühlen
