Their speeches , with their blind , small - minded pragmatism , their timidity and their technocratic thinking , are far removed indeed from the historic challenge of unifying Europe. Even so , I believe that this Intergovernmental Conference will have to be measured in terms of that historic aspect. And I believe that we , too , in this House will also have to be measured against it.If we are agreed that we want to build Europe as a house founded on democracy and civil rights , then we must recognize that this Intergovernmental Conference has done nothing to strengthen the foundations of that house. The foundations become more fragile : starting with the rights of Europol and then with the lack of codecision , the lack of basic rights and the lack of any democratic structure for this technocratic assemblage

I would simply like to point out that it was necessary to reduce the army concerned , or rather the assemblage of different troops and militias amounting to roughly 330 000 soldiers – I do not know if you can imagine this - down to 100 000 men , also taking into account the fact that , for example , the process of demobilisation and reintegration attracted fake soldiers who joined in because they wanted to profit from this process. To reduce such an army is therefore much more easily said than done. It is easy to talk about but difficult to achieve , and a certain amount of time is required in order to carry out this process properly. I hope that the international community will continue with its commitment to aid the Congo and to reform its army. The same applies to the police. Substantial progress has , moreover , already been achieved.Mr Schröder , I agree with almost all of what you have said and I would also like to thank you for the balanced nature of your comments with respect to the aforementioned subject. Even so , when you say that we should not debate the Congo at the moment , I myself believe that we should debate it. I think that the second round can succeed if the international community tells both candidates unequivocally that they do not have the right to sabotage the second round because that would be to insult the Congolese people’s passion for democracy. The attitude of the Congolese , this people’s enthusiasm about its historic meeting with democracy has been beautiful to see and has been the best recompense for all the European Union’s efforts

My group is keen to see these amendments adopted , because we can thereby ensure that we work towards this single European market. The third key point is that we can allow competition actually to take place , thus ensuring transparency and non - discrimination. After all , we have seen that the instrument of reciprocity does not work. The consumer must have free choice. My final point is this : it is of great strategic importance for us to start with an assemblage of information. We are keen to support the amendment that is now before us by Mr Westendorp , among others. We have nothing against the Mombaur report , but we struggle all the more with the report by Mr Turmes. Allow me to say at this stage that the PPE - DE Group will request a split vote for Amendment No 69 and will withdraw Amendment No 181 , so that there will be no question of negotiated third - party access.For the rest , we have great difficulty with the Turmes report. In our view , it contains too many rules , too great an administrative burden and too little respect for the market economy. We also believe it is not right for responsibility to lie with industry and not with the supervisors or national States. I should like to note that liberalisation is not promoted in this way , but that new obstacles are raised , so that it is difficult for liberalisation to get off the ground. And this could never be the intention.Needless to say , we must carefully consider the environmental aspects. However , we should bear in mind that with regard to combined heat and power production and telecommunications , we can regulate many of the points on this topic in other directives too

Wie wir ja erkennen mussten , greift das Reziprozitätsinstrument nicht. Der Verbraucher muss frei wählen können. Strategisch , Herr Präsident - und das ist diesbezüglich meine letzte Bemerkung - , sollten wir unbedingt zu einer Bündelung übergehen. Den nunmehr vorliegenden Änderungsantrag unter anderem des Kollegen Westendorp unterstützen wir gern. Der Bericht Mombaur bereitet uns keinerlei Probleme , der Bericht von Herrn Turmes umso mehr. Ich möchte verbindlich erklären , dass die PPE - DE - Fraktion eine getrennte Abstimmung zu Änderungsantrag 69 beantragen und Änderungsantrag 181 zurückziehen wird , damit von negociated third party access keine Rede mehr ist.Ansonsten bereitet uns der Bericht Turmes enorme Kopfschmerzen. Nach unserem Dafürhalten finden sich darin zu viele Vorschriften , ein unverhältnismäßig hoher Verwaltungsaufwand und zu wenig Achtung vor der Marktwirtschaft. Des Weiteren halten wir es für falsch , wenn die Zuständigkeit bei der Industrie und nicht bei der Regulierungsbehörde oder den Nationalstaaten liegt. Ich möchte darauf verweisen , dass die Liberalisierung so nicht vorangebracht wird , sondern neue Hindernisse errichtet werden und die Liberalisierung letztendlich nicht vom Fleck kommen kann. Und das kann nie der Sinn der Sache sein.Selbstverständlich müssen wir die Umweltaspekte ganz sorgfältig im Auge behalten. Gleichwohl sollten wir im Hinblick auf die Kraft - Wärme - Kopplung und die Kommunikation berücksichtigen , dass zahlreiche Punkte auch in anderen diesbezüglichen Richtlinien geregelt werden können. Deshalb unser eindringlicher Appell an den Kollegen Turmes , derartige Änderungsanträge zurückzuziehen. Lieferantenmonopol lässt sich auf dem Weg nicht rechtfertigen
