The rapporteur steered a straight course towards this one - sided and partisan assessment of the situation as regards human rights , choosing to ignore the common interest and the institutional assessment which should guide work in this area. He has fostered an alliance of isolated , minority claims , on the pretext , as convenient as it is vague , of combating discrimination'.The multifarious libels with which he besmirches the Member States lack any kind of foundation in truth , and are at one with the over - inflated verbiage spouted by organisations of doubtful credibility , engaged in the messianic task of replacing the current social model with a different one.We are looking at a castle which has been razed in the interests of the widespread obsession with elevating political correctness to the status of a science.This annual report has been hijacked in order to trumpet causes which unite no social consensus , which contradict and assail eternal principles and values with deep roots in Western civilisation. That means that its presentation and the debate on it have become an exercise in propaganda , a mere glossing and recapitulation ad nauseam of a sort of template of irresponsible ideas , devoid of the dignity and reflection demanded by the seriousness of this subject
Der Berichterstatter hat den Weg zu einer einseitigen und parteiischen Bewertung der Lage der Menschenrechte eingeschlagen und sich entschieden , das gemeinsame Interesse und die institutionelle Bewertung , die für dieses Thema richtungweisend sein müssten , außen vor zu lassen. Er hat unter dem ebenso praktischen wie vagen Vorwand der Bekämpfung der Diskriminierung das Zusammenspiel einzelner , von einer Minderheit vertretener Forderungen gefördert.Die vielfältigen Verleumdungen , mit denen er über die Mitgliedstaaten herzieht , entbehren jeder Grundlage , und sie entsprechen dem überzogenen Geschwätz von Organisationen zweifelhafter Glaubwürdigkeit , die sich der messianischen Aufgabe verschrieben haben , das aktuelle Sozialmodell durch ein anderes zu ersetzen.Wir stehen vor einem Kartenhaus , das im Dienste der weit verbreiteten Obsession errichtet wurde , die political correctness in den Status einer Wissenschaft zu erheben.Die Ausnutzung dieses Jahresberichts zur Beförderung von Zwecken , die keinen sozialen Konsens erzielen , die mit den ewigen , in der westlichen Zivilisation verwurzelten Grundsätzen und Werten kollidieren und gegen sie gerichtet sind , ist ein Zeichen dafür , dass seine Vorlage und Diskussion zu einer Propagandaübung , zu einer simplen Kommentierung und Rekapitulierung ad nauseam einer Art Muster von Verantwortungslosigkeiten geworden ist , jeder Würde und Ausgewogenheit beraubt , die der Ernst dieser Thematik gebietet
I would like to thank Mr Perry , Mrs Kessler , the other members of the Committee on Petitions , the Legal Service and the entire Secretariat , whose work has contributed to the preparation of the valuable document on the future of the institution of the petition.The institution of the petition is still the only legal instrument which places the citizens in a direct relationship with the European institutions , and it is therefore the only means of bringing about the Europe of the citizens , who want to recognise the validity of something which is in the process of being created that will serve to further improve the quality of their lives.Relations between the citizens are founded on law , and , therefore , the definition of an institutional forum which safeguards the corpus of European law becomes important in terms of giving due value to the diversities which are the European Union's assets. The Committee on Petitions has the privilege not only of receiving the citizens complaints and hearing them directly , if the citizens are present in person , but also of being the epitome of the Parliamentary representativeness which is the very essence of democracy.It is my opinion that , during this legislature , we must guarantee the European citizens who assail Parliament with their questions a Parliamentary initiative which not only has moral value but is also effective for the purposes of correct interpretation of Community law by all parts of the institutions , whether central or peripheral.Without prejudice to the specific , essential competence of the jurisdiction of the Court of First Instance and the Court of Justice , the European Parliament must , in future , fully discharge its role of political legislator , developing effective legislative instruments through proposals to be incorporated into the Treaties as well as other avenues.A further measure could be the involvement of the Committee on Legal Affairs and the Internal Market , the Committee on Constitutional Affairs and the Committee on Citizens Freedoms and Rights , Justice and Home Affairs , in order to progress to the practical implementation of this new instrument which will protect the citizens and their rights more effectively. So we have to vote as it stands
Das Recht des Bürgers , sich mit einer Petition an das Europäische Parlament zu wenden , wurde für bedeutend genug für eine Verankerung in den Verträgen befunden , und ich meine , dass es diese Wertschätzung verdient. Es ist für jedermann außerordentlich günstig , sich an das Herzstück der Organe der Gemeinschaft mit Fragen wenden zu können , die vielleicht nicht von politischer Bedeutung sind , dafür aber für die europäischen Bürger eine große Tragweite haben. Einige mögen den Nutzen der Anrufung des Parlaments bezweifeln , aber der jüngste Erfolg von David Petrie , dessen Petition vom Petitionsausschuss und dem Europäischen Parlament insgesamt Unterstützung erhielt und der vor den italienischen Gerichten die Gleichstellung nichtitalienischer Lehrkräfte durchsetzen konnte , zeigt , was Petitionen bewirken können.Diesem Umstand haben meine Mitberichterstatterin und ich bei der Erarbeitung des Berichts Rechnung getragen. Wir haben uns nachdrücklich für eine Vereinfachung der Inanspruchnahme dieses Rechts eingesetzt , und zwar nicht nur durch Nutzung der neuen Technologien und Medien , sondern auch durch eine Reformierung der Verfahren für die Bearbeitung von Petitionen nach deren Eingang beim Parlament und ihrer Weiterleitung an andere Organe.Das derzeitige System ermöglicht die Einreichung von Petitionen auf elektronischem Wege , was jedoch nur für den ersten Schritt gilt. Der weitere Schriftverkehr erfolgt per Post , was natürlich bereits im Anfangsstadium , lange bevor sich der Ausschuss der Sache annimmt , zu Verzögerungen führen kann. Durch das Parlament sind Alternativen wie elektronische Unterschriften und elektronischer Schriftwechsel zu prüfen , wenn es der wachsenden Zahl von Petitionen gerecht werden will
