Sometimes commentators do not see the wood for the trees - two countries in particular have been singled out for fevered attention on the sole question of the viability of their public debt to GDP ratios. A strict reading of the Maastricht Treaty does permit them to qualify , as verified by the Commission , EMI and by the German Federal Court , an August body indebted to no one.Moreover , we have the back - stop of the Stability and Growth Pact which will ensure sustainability of this fiscal rectitude and the promise of Belgium and Italy themselves to continue to consolidate their public debt ratios.Now is the time for us to raise our heads from the minutiae of the convergence criteria. Let us gaze on the sunlit uplands of the euro which beckon ever more strongly. The golden prize which is ours for the taking is a dynamic single European market , quickened by the introduction of the single currency. Herr Präsident , ich danke dem Berichterstatter für seine kompetente , wenn auch etwas zu resolute Vorgehensweise bei diesem Bericht. Ich möchte die europäische Wirtschafts - und Währungsunion in eine sozialere und gerechtere Richtung wenden. Die einheitliche Währung verstärkt unsere Möglichkeiten , uns in der internationalen Wirtschaft und Politik zu behaupten. Der Euro wird eine bedeutende Währung , aber von einer bedeutenden Währung fordere ich genau das Gegenteil von dem , was wir von Währungsspekulanten und bestimmten Banken bekommen haben.Die Arbeitslosigkeit ist , wie es im Bericht heißt , unser größtes Problem , und die Europäische Zentralbank kann das nicht unberücksichtigt lassen. Die Bank ist selbständig , und ihr Direktorium kann nicht entlassen werden , egal welche Fehler es auch immer macht. Es gibt keine Macht ohne Verantwortung. Wir haben zum Glück im Parlament Beschlüsse zur Verankerung einer demokratischen Verantwortung und eines offenen Gesprächs mit der EZB verabschiedet.Es ist unbedingt notwendig , daß im Falle eines asymmetrischen Schocks , der einen Mitgliedstaat treffen kann , gemeinsam Lösungen auf europäischem Niveau gefunden werden. Ich erhoffe mir vom Euro , daß er in der weltweiten Wirtschaft als ein Kämpfer auftritt , der sich neben den sozialen Gesichtspunkten auch die Gerechtigkeit auf seine Fahnen schreibt. An eine gemeinsame Währung demokratischer Staaten sind demokratische Forderungen geknüpft. Es reicht nicht aus , daß die Märkte dem Euro vertrauen , es ist wird das Vertrauen der Völker gebraucht und das wird durch den Dienst an den Bürgern erreicht.Der Ton des Berichts von Wogau ist sehr monetaristisch.
