In this quite surrealistic debate , I should like , moreover , to draw attention to a most outstanding contribution by my fellow countryman and fellow MEP , Mr Andreasen from the Group of the European Liberal , Democrat and Reform Party , who is closely associated with the Danish Prime Minister. Normally , he speaks in Danish , which is a good idea. As a symbolic act , he gave his speech in English , however , and that of course brilliantly reflects his close relationship with the Danish Prime Minister , who belongs to the same political party as himself and is a close colleague of his. The Danish Prime Minister spent five days in Washington , and the press - the Danish world press , with which my fellow MEPs are probably unfamiliar - described how , during the concluding session , as the Prime Minister paid tribute to President Bush for his honourable conduct , the strains of Mendelsohn's Wedding March from the famous play were suddenly heard. I should like , moreover , to emphasise - for my fellow MEPs may well not be aware of this - that Mr Andreasen , who gave the Prime Minister his unconditional endorsement , is certainly no slouch when it comes to irony.The rhetoric on which the Danish Government's endorsement of the United States is based is so absurd that only a major ironist could expose it , as my fellow MEP did so brilliantly , it being understood that what is so surreal about this debate is that the EU has no common foreign policy and that this Parliament would in any case have no influence over such a policy
In dieser völlig surrealistischen Debatte möchte ich auf einen ausgezeichneten Beitrag meines Landsmanns und Kollegen aus der Fraktion der Liberalen , Ole Andreasen , hinweisen , der dem dänischen Ministerpräsidenten sehr nahe steht. Normalerweise spricht dieser Kollege Dänisch , was ich für gut halte , aber als symbolische Handlung hat er seinen Redebeitrag auf Englisch vorgetragen , was sein gutes Verhältnis zum dänischen Ministerpräsidenten - seinem Parteifreund und engen Kollegen - widerspiegelt. Dieser Ministerpräsident war fünf Tage lang in Washington , und in der Presse wurde geschildert - in der dänischen Weltpresse , die den Kollegen wahrscheinlich nicht bekannt ist - , dass während der abschließenden Sitzung , als der Ministerpräsident Präsident Bush für seine redliche Vorgehensweise lobte , plötzlich Mendelssohn - Bartholdys Hochzeitsmarsch aus dem bekannten Schauspiel erklang. Und ich möchte hervorheben - da es vielleicht nicht allen Abgeordneten bekannt ist - , dass Herr Andreasen , der den Ministerpräsidenten vorbehaltlos unterstützte , eine äußerst ausgeprägte ironische Ader hat.Die der dänischen Unterstützung für die USA zugrunde liegende Rhetorik ist in einem solchen Maße absurd , dass nur ein ausgesprochener Ironiker ausdrücken konnte , was der Kollege so glänzend getan hat. Ergänzen möchte ich noch , dass der Surrealismus dieser Debatte darin besteht , dass die EU keine gemeinsame Außenpolitik betreibt und dass zumindest dieses Parlament keinen Einfluss darauf hat.Ich möchte hervorheben , dass vor dem Irak - Krieg eine Konferenz auf den Azoren stattfand
Mr President , 1999 was the year of the entry into force of the Treaty of Amsterdam , of the communitisation of the Schengen Agreement and of the Extraordinary Tampere Council. These have been the most important moments in the Council s expression of its political will to establish an area of freedom , security and justice in the European Union.The Council has decided to draw up a charter of citizens rights - and we rejoice in this ; it has decided to implement Article 13 of the Treaty , combating all forms of discrimination and xenophobia , and it has decided to approximate the laws on conditions for admission and residence , as well as guaranteeing residents treatment which is fair and on an equal footing with the citizens of the Union. It has also reached a political agreement - and we congratulate them on this - on the initial proposals for civil cooperation. This has been the year in which policies on justice and home affairs have been provided with a Community framework. They have been put into the hands of a single Commissioner , Mr Antonio Vitorino , and we congratulate them on this as well. Furthermore , they have taken on the task of creating a scoreboard to verify the progress made in this area at Community level , but also - and this seems to me to be important - at the level of the Member States.We are pleased about this and we congratulate the Council on these decisions , despite the fact that , for this House , the Treaty of Amsterdam included one disappointment : that of delaying , for five years , our role , our ability to participate actively , to democratically control this area of freedom , security and justice , as well as the role taken in it by the Court of Justice.However , if , on verifying the progress made during 1999 , which is within the competence of this Parliament in accordance with the Treaty , we leave behind the stage of great declarations and look at the decisions actually taken and carried out , the scene looks considerably darker , Mr President. It is as if the Council had more than one face and two hands and what one signs up to , the other begrudges.Despite all the commitments made at the highest level , the Council did not manage to take the decisions which it had envisaged. Programmes multiply and overlap and there is no way of ascertaining levels of implementation and effectiveness or , at least , this Parliament is unable to do so. We have presented the Council with a series of questions and I know that it is the will of the Portuguese Presidency to answer each and every one of them. We hope that this presidency will mark the beginning of a change of attitude on the part of the Council towards this Parliament.I said that there was no consistency between the decisions taken by the Council and the policies actually carried out. There are doubts in my Group and doubts also persist in this House , for example , about something which should be good news : the incorporation of the Schengen Agreement into the Community framework. Schengen has been incorporated , as we said earlier , into the acquis , but it has been done with very little transparency. Not a single piece of information , nor a single consultation , has been addressed to Parliament during this process ; neither on the association of the United Kingdom , nor on the incorporation of Greece , nor on the negotiations with Norway and Iceland. The same is true with regard to immigration policy. We have amused ourselves with a pile of reports , but we have no idea what has happened to these initiatives ; they have disappeared.We hope that 2000 will be the year for action , in the same way that 1999 was the year for expectations. We hope that the Council will also make an effort to subject itself to the control of this Parliament. The Council has decided that justice and home affairs policy must form part of the structure of the Union. The Council can act in accordance with Parliament s decisions , or it can continue to miserably begrudge its association with the other institutions in this vitally important project. If it chooses the second approach , it must be aware that this presents risks and that it will weaken the basis on which the area of freedom , security and justice is built.Alternatively , it could accept the offer of an agreement amongst the institutions , in order to move forward in another way. Fulfil your obligations to Parliament in a generous spirit , thus preparing for the future. Provide the Commission with the necessary resources and recognition essential for it to carry out its work and for it to verify the real progress made at Community level and at the level of the Member States , and we will be - and the Council will be - able to deal with the decisions made at Tampere and move towards a Union which is freer , more just and more secure. But let me remind honourable Members that the European Union is no slouch when it comes to financial support for the peace process
Ich danke Außenminister Gama für seinen wohlüberlegten und sehr ausführlichen Bericht. Ich freue mich , daß seine Reise in den Nahen Osten so gut verlaufen ist. Es ist sehr schade , daß ich ihn nicht begleiten konnte , weil ich zu dieser Zeit auf dem Weg nach Thessaloniki war , um an der ersten Sitzung der Wiederaufbau - Agentur teilzunehmen. Ich betone , ich war auf dem Weg dorthin , denn ich habe an diesem Montag den größten Teil des Tages auf dem Münchner Flughafen verbracht.Ich werde heute nur kurz berichten , nicht zuletzt auch deshalb , weil ich der Rede von Herrn Prodi nicht vorgreifen möchte , die er im nächsten Monat vor diesem Haus halten wird. In dieser Rede wird es nicht nur um die nächsten sechs Monate , sondern um die nächsten fünf Jahre gehen.Ich möchte mich jedoch dem Ratsvorsitz anschließen und betonen , daß die Kommission natürlich auch weiterhin ihrer Rechenschaftspflicht gegenüber diesem Parlament einen hohen Stellenwert einräumen wird. Wir unterstützen außerdem die Bemühungen des Ratsvorsitzes , die Arbeit des Ministerrats effektiver zu gestalten. Die Kommission befindet sich derzeit ohnehin in einem wichtigen Reformprozeß , über den wir in den nächsten Monaten mit dem Parlament sprechen wollen. Ich möchte mich jedoch in erster Linie den Themen zuwenden , die zu meinem Aufgabenbereich als das für Außenbeziehungen zuständige Kommissionsmitglied gehören.Der Ratsvorsitz wird sicherlich ein breiteres Spektrum bearbeiten. Er wird die Orientierung für die erste Phase der Regierungskonferenz geben müssen. Darüber hinaus wird er die Einhaltung der vielen Verpflichtungen verfolgen , die auf den Tagungen des Europäischen Rates in Helsinki und Tampere eingegangen wurden. Im Hinblick auf die Erweiterung zum Beispiel , werden im Februar die offiziellen Verhandlungen mit den sechs neu zugelassenen Bewerbern beginnen. Gleichzeitig müssen die turnusmäßigen Besprechungen mit den anderen Bewerberländern weitergeführt und die Vor - Beitritts - Strategie für die Türkei erarbeitet werden.An all diesen Bereichen wird die Kommission mit Hochdruck arbeiten. Weitere wichtige Initiativen sind der im März stattfindende Europäische Rat über die Beschäftigung , die Reform der Wirtschaft und die soziale Kohäsion für ein Europa der Innovationen und des Wissens , auf den der Minister bereits verwiesen hat. Im Anschluß an das Ratstreffen wollen wir einen Aktionsplan eEurope - Eine Informationsgesellschaft für alle vorlegen.Was meinen eigenen Aufgabenbereich betrifft , bezeichnete der Ratsvorsitzende die Schaffung einer gemeinsamen europäischen Sicherheits - und Verteidigungspolitik zu Recht als Schlüsselpriorität. Minister Gama verwies zu Recht auf die bestehende Kluft zwischen der wirtschaftlichen Stärke Europas und unserem politischen Einfluß , die geschlossen werden muß , nicht , weil es uns hier um post - imperialistisches Imponiergehabe geht , sondern weil unsere Bürger und die übrige Welt das von uns erwarten.Während der Amtszeit des Ratsvorsitzes wird der vorläufige Ausschuß für politische und Sicherheitsfragen eingerichtet werden. Ich habe vorgeschlagen , daß die Kommission ein kleines Krisenzentrum einrichtet , über das wir notfalls schneller reagieren können , insbesondere im Hinblick auf Hilfsmaßnahmen. Die Kommission hält die Schaffung eines Krisenreaktionsfonds für wichtig , der zur raschen Finanzierung von Ad - hoc - Maßnahmen zur Krisenverhütung und zum Krisenmanagement herangezogen werden kann. Dieser Fonds sollte zum Beispiel für die schnelle Entsendung von Polizeikräften und Menschenrechts - oder Wahlbeobachtern , zur Unterstützung ziviler Hilfsmaßnahmen , zur Sicherung des Aufbaus der erforderlichen Verwaltungsstrukturen , zur Reform der Medien sowie für öffentliche Informationskampagnen eingesetzt werden.Wir werden uns auch weiterhin stark auf dem Balkan engagieren und Bernard Kouchner sowie die UN - Verwaltung im Kosovo unterstützen , wir werden unsere Beziehungen zur serbischen Opposition ausbauen , um einen Machtwechsel zu ermöglichen , wir werden die demokratische Regierung in Montenegro unterstützen , wir werden die schwierige Aufgabe , ein multi - ethnisches Bosnien aufzubauen , weiterführen , wir werden die neue Regierung in Kroatien unterstützen und Albanien sowie die ehemalige Jugoslawische Republik Mazedonien enger an Europa binden.Ich möchte lediglich auf drei allgemeine Punkte eingehen. Erstens müssen wir alles tun , um sicherzustellen , daß unsere begrenzten Mittel bestmöglich genutzt werden. Ich habe bereits mehrfach auf die langsame und ineffiziente Durchführung unserer Hilfsprogramme hingewiesen. Man sagt mir langsam nach , ich sei von diesem Thema besessen , ich bin jedoch stolz darauf , diesen Ruf zu haben
