Mr President , I suppose we will have to pay Commissioners overtime so that they can stay.As of 2002 , the single currency will get rid of the budgetary shock - absorber , i.e. the monetary sluice - gates that enable different economies to rise to different levels. The only adaptation variable will , of course , be the budgetary variable and taxation in particular. Only , a single currency will make the differences of taxation pressures between States more sensitive and will favour relocations.I offer the example of what has happened to national rights : in Spain , for example , when the Basque Country lowered company tax rates , companies left Madrid for Bilbao. The same thing happened in France , over the Marne department car tax. The only way of avoiding injustice between , for example , relocatable capital income and other revenues would be to plan for a European fiscal constitution adding at least a fifth criterion , providing for a ceiling on compulsory levies for all fifteen counties , a ceiling that might be set at , for example , an average of 40 % of GDP. That would then avoid having too many distortions. Finally , the destroyers of Europe are hiding in Brussels itself

Ich gehe davon aus , daß zusätzliche Stundenaufwandsentschädigungen für die Europakommissare eingeplant werden müssen , damit diese weiterhin hier anwesend sein können.Herr Präsident , ab dem Jahr 2002 wird die einheitliche Währung den haushaltspolitischen Dämpfungseffekt in Wegfall bringen , d.h. die geldpolitischen Schleusen , die eine Angleichung der verschiedenen Volkswirtschaften ermöglichen. Als einzige Anpassungsvariable bleibt demzufolge die Haushaltsvariable , insbesondere die steuerliche Variable. Nur ist es so , daß eine einheitliche Währung die Unterschiede der Steuerlasten der einzelnen Staaten untereinander besonders verschärft und zu Delokalisierungen führt. Als Beispiel sei angeführt , was sich bereits im einzelstaatlichen Recht vollzogen hat : als beispielsweise in Spanien im Baskenland die Unternehmenssteuersätze gesenkt wurden , siedelte eine Reihe von Unternehmen von Madrid nach Bilbao um. Gleiches ist übrigens in Frankreich im Falle der Kraftfahrzeugsteuer mit dem Departement Marne passiert. Die einzige Möglichkeit , um Ungerechtigkeiten zwischen Einnahmen aus delokalisierbarem Kapital und sonstigem Kapital zu vermeiden , bestünde darin , eine europäische Steuerverfassung einzuführen , in der zumindest ein fünftes Kriterium aufgenommen wird , das eine Obergrenze der Zwangsabgaben in den fünfzehn Ländern festsetzt. Diese Obergrenze könnte beispielsweise auf einen Durchschnitt von 40 % des BIP angesetzt werden. Auf diese Weise würden allzu große Verzerrungen vermieden werden
Without such strategies it will not be possible to achieve the reductions in emissions we are committed to. I believe it is important that a continuous process should emerge from these sector strategies , i.e. that we should not be content with the first versions but that at regular intervals sector strategies in the areas of transport and energy , for example , should be reviewed and targets should be set that are ever more ambitious.In my opinion , what is most important in international talks is to resolve issues that are still open , enabling us to start to ratify the Kyoto Protocol so that it may come into effect and become binding. It is Finland s objective at the Fifth Party Summit at Bonn to make decisive progress in the creation of rules relating to the Kyoto mechanisms and rules for monitoring the agreement. Our aim is that , ideally , the Fifth Party Summit should produce a draft agreement , which will obviously have sluice - gates in it , but which will enable us to adhere to a timetable , thus making it possible to conclude the agreement at the Sixth Party Summit , meaning that progress in the Party Summit this autumn is essential.One of the most difficult issues is the main role played by the less developed and the industrialised countries. As the country holding the Presidency , Finland will also work to ensure that climate policy and development policy support one another. We also have in the Development Council conclusions being drafted on the connection between climate policy and development policy. It is important to bring technology , for example , to the less developed nations. The most important mechanism here will be the Clean Development Mechanism. So that the transfer of technology and resources to the less developed countries can start to work we need rules for the CDM. But it is also important for the Union that the agreement on all three of the Kyoto flexibility mechanisms - the CDM , International Emissions Trading and Joint Implementation - make equal progress under the agreement
Finnland hat sich für die 5. Konferenz der Vertragsparteien in Bonn zum Ziel gesetzt , entscheidende Fortschritte in der Schaffung von Regeln für die in Kyoto erarbeiteten Mechanismen und für die Kontrolle der Verträge zu erreichen. Wir streben an , daß auf der 5. Konferenz möglichst ein Vertragsentwurf verabschiedet wird , der natürlich Grenzen aufweist , aber mit dem wir im Zeitplan bleiben können , d.h. damit der Vertrag bei der 6. Konferenz unterzeichnet werden kann , müssen wir bei dem Treffen in diesem Herbst Fortschritte erzielen.Eine der schwierigsten Fragen ist die Rollenverteilung zwischen den Entwicklungsländern und den Industriestaaten. Die finnische Präsidentschaft engagiert sich hier im Interesse einer Verknüpfung von Klimapolitik und Entwicklungspolitik. Im Rat für Entwicklung bereiten wir derzeit auch Entschließungen über die Verbindung dieser Politiken vor. Für die Entwicklungsländer ist der Technologietransfer von großer Bedeutung. Das wichtigste Instrument des Technologietransfers ist CDM - Clean Development Mechanism. Um den Transfer von Technologien und Mitteln in die Entwicklungsländer anlaufen zu lassen , bedarf es der Einführung von Regeln für den CDM , gleichzeitig ist aber für die Union auch wichtig , daß bei der Vereinbarung über die drei Flexibilitätsklauseln , - CDM , Emissionshandel und Joint Implementation - , ausgewogen Fortschritte erzielt werden. Das von der Union vorgeschlagene Maximum von 50 % für die Anwendung der Flexibilitätsklauseln ist bei anderen Verhandlungspartnern auf scharfe Kritik gestoßen. Dies wird somit bei den internationalen Verhandlungen ein problematisches Thema sein. Abschließend gestatten Sie mir festzustellen , daß die Mitteilung der Kommission zur Vorbereitung der Umsetzung des Protokolls von Kyoto ein eindeutiges Dokument und ein guter Anfang ist , wenn sie auch nur die Maßnahmen für die erste Phase enthält. Wir müssen auch ein langfristiges Aktionsprogramm erarbeiten. Für den Umwelt - und den Gesundheitsschutz sowie für die Lebensmittelsicherheit hat die Europäische Union damit begonnen , die Grundprinzipien festzulegen
