Mit ihr wird das Ziel verfolgt , Gebühren nach drei Prinzipien durchzusetzen : nach den Prinzipien der Transparenz , der Kostendeckung und des Ausschlusses der Randlage. Mit der Richtlinie wird versucht ein System aufzubauen , in dessen Rahmen die Betreiber und Nutzer von Flughäfen sowohl über die Höhe der Gebühren als auch über die angebotenen Dienstleistungen verhandeln.Bei der Vorbereitung des Berichts habe ich geprüft , ob die vorgeschlagene Richtlinie nützlich und notwendig ist. Das Europäische Parlament sollte sich immer fragen , ob die neue gemeinschaftliche Rechtsvorschrift gebraucht wird. Ich bin zu dem Ergebnis gelangt , daß die Richtlinie über die Flugplatzgebühren nicht notwendig ist , daß sie aber nützlich sein kann , wenn ihr Inhalt gut durchdacht ist.Der Vorschlag der Kommission beruht auf einem Kompromiß zwischen den Ansichten der Flughäfen und Fluggesellschaften einerseits und denen der verschiedenen Mitgliedstaaten andererseits
