To try to set up religious obstacles to Turkish membership of the EU would be not only deeply unfortunate but also downright unchristian.The report before us makes demands of Turkey , demands that must be met if EU membership is to be possible. The report , which is very constructive , nonetheless holds the door clearly open in order to facilitate the future accession of Turkey

Madam President , allow me to go back a little and also to go into greater detail. My thesis is that as Western Christians , as rationalists , as Europeans , we cannot be in favour of categorizing people into first and second class and shutting them in behind state borders. I refer to the Bishop of Hippo in today's Tunisia , the spiritual father of the Latin Church , based his treatise on grace on the essential equality of all people , even if we do not have to follow Luther's ideal of equality regardless of what we have achieved and what we owe. I refer here to the European enlightenment which , since Antiphon and Hippias of Elis , has argued the basic idea of equal freedom. I also refer to the European Movement of the post - war period and its demonstrations against boundaries.Mr Pirker and Mr Pronk , in the year of our Lord , 1998 , contrary to Community law , you are putting forward a type of conditionality to which free movement is linked , because you know that the condition will not be established so soon. You are asking for the removal of all references to groups which are particularly subjected to discrimination today : third - country nationals , relatives of any nationality , common law spouses , workers with precarious contracts who are seeking work , migrant workers , students , pensioners , unemployed persons. That , Mr Pirker , does not create any so - called logic of classification , although this is in any case only another term for what one wishes. If we are to use big words here , then we should say that these amendments must be rejected for being unchristian , anti - rationalist and completely and utterly anti - European. I fully support Mrs Weiler's proposal that visa requirements should be abolished for family members of migrant workers now living here
Frau Präsidentin , ich möchte die Gelegenheit nutzen , um alle jenen zu danken , die einen Beitrag zu dieser wichtigen Aussprache geleistet haben. Mein besonderer Dank gebührt Frau Weiler. Gerade in letzter Zeit habe ich festgestellt , daß dieses Thema besonders heikel ist , unabhängig davon , in welchem Jahr und zu welcher Jahreszeit es diskutiert wird.Ich stimme Frau Oddy zu , daß wir dieses Thema ernstnehmen müssen , und ich bin nicht glücklich darüber , daß diese Freiheit nicht so schnell entwickelt worden ist wie einige der anderen Freiheiten , die wir garantiert haben , sei dies die Freiheit des Warenverkehrs , der Dienstleistungen oder des Kapitals. Wir müssen uns nun mit der Freizügigkeit der Arbeitnehmer beschäftigen , und ich stimme Frau Weiler zu , daß die Frage der Mobilität insgesamt von grundlegender Bedeutung ist. Wir können nur dann von einer europäischen Beschäftigungsstrategie und von Anpassungsfähigkeit reden , wenn wir alles Notwendige tun , um eine größere Mobilität auf dem europäischen Arbeitsmarkt zu schaffen. Diese existiert im Moment noch nicht.Der Aktionsplan zur Förderung der Freizügigkeit der Arbeitnehmer wurde im November letzten Jahres von der Kommission angenommen. Im wesentlichen zielt er darauf ab , das Recht der Arbeitnehmer auf Freizügigkeit in den allgemeinen Kontext der Politik und Maßnahmen der Europäischen Union einzubetten , wobei der Aktionsplan insgesamt von zwei Schlüsselthemen bestimmt wird.Das erste Schlüsselthema ist die Unionsbürgerschaft
Mr President , ladies and gentlemen , if my memory serves me well , social justice is the central concept of the Christian doctrine. I believe that Plato was absolutely right when he said that one cannot build a community without justice. We are now living in a state of globalization and the world is now a global community , even though we may not always be as mindful of this as we should be.To stand up and say that the world market will take care of this , that the technological development and deregulation actually taking place will somehow solve the problems , is simply unchristian , and what is more it is foolish. I am therefore simply astonished that those on the Right of this House are saying : no , we cannot do that under any circumstances , particularly since I would like to remind you that even in the run - up to Copenhagen this Parliament agreed by majority vote to do and to call for this very thing. What matters is whether we succeed in actually using the process of the UN Summit to reverse the trend of blind globalization and ideological globalism , and whether we succeed in steering towards social justice , ecological sustainability and democratic co - determination , even for those living in the poorer countries.The Copenhagen commitments must be realized. The Commission has played a very positive role here , though Mrs Schörling has indicated , and quite rightly in my opinion , that there is still work to be done here. In this respect , we would like to support the Commission , in full recognition of the work which it is doing , but also with the intention of promoting and accelerating this work , for the decision which is at stake will affect the future of the planet.This is why we completely agree with the Schörling report , including the controversial Tobin Tax
Herr Präsident , ich habe das Gefühl , liebe Kollegen , daß sich die Europäische Union als Ganzes anläßlich dieser Aussprache einer Art Test oder Prüfung zu unterziehen hat. Wir sprechen ja täglich von der Globalisierung , wir sprechen von der Weltgemeinschaft , vom global village , und wir müssen uns endlich dessen bewußt werden , wir müssen erklären und zeigen , was wir damit meinen. Gehört etwa die Globalisierung der Solidarität nicht zu diesem Konzept. Vielleicht sollten wir , sollte die Europäische Union hier einen Schwerpunkt setzen. Zu den zahlreichen Aspekten , den vielen Dimensionen der Globalisierung gehört zuvorderst der Aspekt der Globalisierung der Solidarität. Meiner Meinung nach muß die große Diskussion , die die Welt anläßlich der Gipfelkonferenz bewegt - das sind nicht nur hehre Worte , ich meine das ganz wörtlich - , der Europäischen Union die Gelegenheit bieten , verantwortungsbewußt Stellung zu beziehen und die Rolle einzufordern , die sie zu Recht in der internationalen Gemeinschaft beansprucht , und durch ihr eigenes Beispiel zu zeigen , was sie vermag , was sie tut und was sie in die Tat umsetzt.Als Beispiel , an dem wir uns messen lassen müssen , verweise ich im besonderen auf das Vierte Programm zur Bekämpfung der Armut. Ich wage nicht zu hoffen , daß dieses Programm die Armut wirklich beseitigt. Es ist jedoch ein Zeichen , eine Meßlatte dafür , zunächst einmal uns selbst und dann der Weltgemeinschaft zu beweisen , was die Europäische Union sagt und tut , und ich denke , daß auch mit anderen , ähnlichen Beispielen , wie sie in dem ausgezeichneten Bericht von Frau Schörling genannt werden , in bezug auf uns , auf das Modell der Europäischen Union , insbesondere ein solcher Schwerpunkt gesetzt werden sollte. Herr Präsident , Herr Flynn , ich bin der Auffassung , daß sich der Europäischen Union in der Tat nun mit der Unterstützung des Parlaments eine solche Gelegenheit bietet
