I would like to spend some time on a few points. The fight against AIDS , particularly in the light of the UN's recent reports and the lack of progress made so far in the Millennium Development Goals , must continue to be a priority for the international community , an unbreakable commitment and a responsibility to be borne by the industrialised countries. This is because it is impossible to carry on talking of economic development , education and health infrastructure if in fact the active population that is able to carry out these reforms is being decimated day after day , despite the contribution of therapies and medicines that are clearly not yet adequate or not effective enough
Ich möchte auf einige Punkte näher eingehen. Der Kampf gegen AIDS muss , vor allem in Anbetracht der letzten UN - Berichte und der spärlichen Ergebnisse , die bisher im Rahmen der Millenniums - Entwicklungsziele erreicht wurden , weiterhin eine Priorität für die internationale Gemeinschaft bleiben , eine unerschütterliche Verpflichtung und eine Verantwortung , die auf den Industrieländern lastet. Und zwar , weil es unmöglich ist , fortwährend von wirtschaftlicher Entwicklung , Bildung und Gesundheitsinfrastruktur zu sprechen , wenn die Erwerbsbevölkerung , die diese Reformen durchführen könnte , trotz Therapien und Medikamenten , die offenkundig noch nicht ausreichen und nicht effizient genug sind , Tag um Tag weiter dezimiert wird
However , we are aware that the driving force of our relationship with Parliament is the political programme , for it is on the political programme that we must work together. People are saying we must not start in February and conclude in November and then let the relationship fall by the wayside. I fully agree with this sentiment. What I would ask , however , is that we be informed of dates for meetings with the committee chairmen a long time in advance ; indeed , I assure you that on the few occasions when we were unable to meet , it was because we already had absolutely unbreakable commitments. However , if we establish the schedule together , I am sure we will be able to achieve our aims.Moving on from the subject of cooperation , I would now like to focus very briefly on the issue of the role of the Commission and of the forthcoming Convention , starting with something which may not appear to be a key point but which I consider to be extremely important , namely that we need to work alongside the Council as regards the Convention s secretariat. It will be an extremely important time. Of course , the Convention will not take any decisions itself , but it is such an innovative way of working and the fact that it is going to work transparently before our entire continent , before the entire people of Europe , is so significant that it will ultimately acquire huge importance
Es wurde gesagt , es ginge nicht an , im Februar eine allgemeine Erklärung zu den Prioritäten abzugeben und dann im November ein spezifisches Arbeitsprogramm vorzulegen , ohne dass wir ständig im Gespräch miteinander bleiben. Auch hierin stimme ich vollkommen mit Ihnen überein. Ich fordere jedoch , dass uns der Arbeitskalender für die Zusammenarbeit mit den Ausschussvorsitzenden weit im Voraus mitgeteilt wird , denn ich kann Ihnen versichern , dass der Grund für die wenigen Fälle , in denen keine Treffen zustande kamen , unumgängliche Verpflichtungen waren. Wenn wir jedoch diesen Arbeitskalender gemeinsam aufstellen , werden wir meines Erachtens diesen ständigen Dialog erreichen.Nach diesen Ausführungen zum Problem unserer Zusammenarbeit möchte ich nun ganz kurz auf die Rolle der Kommission und auf den künftigen Konvent zu sprechen kommen , wobei ich von einer Feststellung ausgehe , die dem Anschein nach nebensächlich , nach meinem Dafürhalten jedoch sehr wichtig ist : Das heißt , wir müssen dem Rat für das Sekretariat des Konvents zur Seite stehen. Dies wird ein Moment von großer Tragweite sein. Der Konvent an sich entscheidet zwar nichts , das ist klar ; doch die Tatsache , dass er vor den Augen ganz Europas , vor den Augen all unserer Bürgerinnen und Bürgern tätig sein wird , ist eine so innovative Arbeitsmethode und so beeindruckend , dass sie letztendlich enorme Bedeutung erlangen wird.Aus dieser Feststellung möchte ich eine andere Bemerkung ableiten. In diesem Hohen Haus wurde hin und wieder darauf hingewiesen , dass es einer stärkeren Kommission bedürfe
