Meine Damen und Herren. Die Liberalisierung der Wirtschaft bildete die Grundlage für das schnelle Wachstum Estlands. Die Liberalisierung ist jetzt der Motor der Volkswirtschaften in Europa und in der Welt , aber der Erfolg hat seinen Preis , nämlich vermehrter emotionaler und wirtschaftlicher Druck auf Familien , ungewisse Arbeitsbeziehungen und Bildung sozialer Schichtungen
I came here from outside the institutions , observed with great curiosity the type of administrative structure in place , and I have to say that we need to discuss the basic philosophy of this administration. Every new political and administrative situation created in the world has always found new strength in its administration. Here however , the administration has grown by a process of stratification and has not looked to the future
Ich bin von außen dazugekommen und habe mir die Verwaltungsstruktur sehr interessiert angesehen , wobei ich sagen muß , daß die Grundphilosophie dieser Verwaltung zur Diskussion gestellt werden muß. Jede in der Welt entstandene neue Situation in der Politik oder Verwaltung fand in ihrer Administration neue Kraft ; hier hingegen ist die Administration durch Überlagerung vieler Schichten entstanden , ohne sich an der Zukunft zu orientieren

Parallel zur wirtschaftlichen Entwicklung , die wir uns alle so sehr wünschen , geht die Einkommensschere leider immer weiter auseinander , was den sozialen Zusammenhalt schwächt und ernste Probleme für schwächere Gruppen schafft , jene Menschen , die von Arbeitslosigkeit betroffen sind , gering bezahlt werden und Schwierigkeiten beim Zugang zu Bildung und Gesundheitsversorgung haben.Die Aufgaben , die der Europäische Rat von Nizza angenommen hat , wurden unzureichend erledigt
