Mr President , the availability of statistical data is particularly important at times like these. The introduction of the euro should also give us the opportunity to observe closely how the economic situation , in particular business activity , develops. Therefore I very much welcome the report and I also congratulate the rapporteur - it is an excellent piece of work - and I am particularly pleased that he has pointed out that there should be no additional burden for the CMU but just the opposite , that in future we are striving for a reduction. Reduction means that we are not starting a paper war , as in the Middle Ages - as somebody has already said today - but that we should try to collect data as automatically as possible. It should be our aim to make available computer software so that the data can be piped as quickly , as up to date and as directly as possible into our systems. If you travel round companies , and I myself am a smith and spend a lot of time out at my customers premises , and they often show me 20 page statistical declarations which they have to fill in - then you can understand the fury of these people against the statisticians and against this Europe that just loads red tape onto them for which they can see no immediate use.I believe we should really try to create an incentive system in order to have data automatically , if possible with a modem , immediately and quickly available , so that no mechanical work is involved and not much paper gets sent backwards and forwards - that is of course a mammoth burden for the Central Statistics Office , when it is confronted by tonnes of paper. Instead we should find an intelligent , clean solution , which makes it possible for our firms quite simply and if possible without cost to supply this data , whilst we at the same time receive exact and appropriate data for our really good future in Europe. We particularly approve of its desire to reconcile the burden on businesses , which must supply the data , with the increase in information needed to satisfy at the same time , for example , the European Monetary Institute and businesses themselves
Herr Präsident , sehr geehrte Damen und Herren. Zweck der Verordnung , über die Sie heute zu befinden haben , ist die Schaffung harmonisierter Konjunkturstatistiken für die Gesamtheit der Wirtschaftszweige innerhalb der Gemeinschaft. Die von den einzelnen Mitgliedstaaten in diesem Bereich angewandte Methodik variiert von Land zu Land , so daß die verfügbaren Daten häufig unvollständig oder nicht vergleichbar sind. Durch seinen Beschluß vom 18. Juni 1992 hat der Rat ein Programm zur Entwicklung der Statistiken für den Dienstleistungssektorund insbesondere für den Handel genehmigt. Die Ausarbeitung der neuen Politiken in bezug auf Wirtschaft , Wettbewerb , Soziales und Unternehmen erfordert Initiativen und Entscheidungen , die - wie Herr Gasliba sagte - auf Statistiken basieren. Außerdem sind vollständige und zuverlässige statistische Quellen für eine möglichst genaue Berechnung im Rahmen des Systems der Quartalsrechnungen notwendig.Andererseits nähern wir uns in großen Schritten der nächsten Stufe der Währungsunion , und der Vertrag der Europäischen Union hat einen neuen , äußerst wichtigen Benutzer dieser Konjunkturstatistken geschaffen , und zwar die künftige Europäische Zentralbank. Zur Durchführung einer effizienten und objektiven Währungspolitik bedarf die EZB vollständiger Konjunkturstatistiken , die voll zwischen den Mitgliedstaaten vergleichbar und außerdem schnell verfügbar sind

Mr Vidal - Quadras Roca , Commissioner Reding , ladies and gentlemen , working hard and hitting precise targets is what I learnt as a smith , and I am glad that the three institutions – Parliament , the Council and also the Commission – have shown how rapidly and efficiently European legislation can work when there are important matters at stake , and when there is agreement on them. The proposal was submitted in December 2003. In January , three committees and a rapporteur were instructed by Parliament. On April 21 – today – we have found in the trialogue that we agree on this draft legislation , so that , from the first proposal to the entry into force of this important decision for small and medium - size firms , only four months have elapsed.We quite simply want this programme to facilitate investments in new technologies and above all in training – and so I am particularly pleased that Commissioner Reding is here , because we think that training , education and further training is an absolutely crucial basis for the success of a company and therefore at the end of the day the creditworthiness of a company and the securities required for receiving credits are also decisively improved by it.Our objective is quite simply to secure existing jobs and companies and to create new ones. I believe that this programme will enable us to achieve this objective quite efficiently. We also acknowledge that we want to promote collaboration , especially between companies – especially the smallest – and at the end of the day also the collaboration between businesses , but also with the organisations that promote them.We also believe that the Commission should report to us about the progress , obviously in the first place on the financial effect , but we are also interested in the benchmarks , which are imposed , and the best practice , as to how these programmes will in fact be put into practice , how they will be implemented , how we can learn from various country applications in order to exploit these programmes as optimally and 100% as possible , so that here in this area there is no administrative expenditure included , but that all the money provided – 100% – is passed on directly to the companies through the European Investment Bank .We know that in one of the three programmes , namely JEV , we have not achieved these objectives. I would like explicitly to thank the Commission for having had the courage officially to concede this and to say that this is a programme which is not being used to the full. However , we would like to use the funds which have become free here appropriately and we know that the subjects of Basel II – guarantees , equity loans and risk capital – will in future be even more the focus of attention. So even today I would like to demand from this body - and we will indeed provisionally resolve all this tomorrow in the plenary session - that the subject of Basel II is also taken seriously.Here we find that although a study has now been produced which is already recorded by the competent experts internally , with the results of which , however , we are apparently not satisfied , we would also like an impact study , which quite simply shows what problems we are expecting to get through the Basel II legislation , and we would like today to have an impact study by the Commission , and the Council has also insisted that we should get one. We would like to know what our finance ministers , what our national states , in the run - up to the introduction of Basel II , would like to do or will have to do , what proposals the various States are developing here , and above all there must be a programme of business re - engineering. However , it cannot be the case that we introduce Basel II with billions of euros in costs. We would like the opposite
Herr Präsident , Frau Kommissarin. Der Bericht Rübig stellt kein Problem dar. Er schlägt vor , Anpassungen an finanziellen Maßnahmen für Unternehmen vorzunehmen und das Mehrjahresprogramm für Unternehmen und Unternehmergeist , dessen Berichterstatterin ich war , zu ändern. Ich hoffe , dass dieser Bericht endlich den Willen der Kommission zum Ausdruck bringt , die Bedürfnisse der KMU hinsichtlich Risikokapital , Starthilfe und Unternehmensübertragung zu berücksichtigen , wie Sie , Frau Kommissarin , gesagt haben. All diese Programme reichen noch nicht aus , um den Lissabon - Zielen zu genügen , die doch immerhin alljährlich auf dem Frühjahrsgipfel wiederholt werden. Ich will mich nicht weiter darüber auslassen. Da es sich aber um unsere letzte Sitzung handelt und ich leider zweifellos im nächsten Parlament nicht mehr dabei sein werde , möchte ich noch einmal mit Entschiedenheit bekräftigen , was wir zusammen mit den Kolleginnen und Kollegen von der EVP im Ausschuss für Industrie , Außenhandel , Forschung und Energie stets verteidigt haben.Zunächst wünsche ich , dass die Europäische Charta für Kleinunternehmen endlich Rechtskraft erlangt. Unsere Unternehmen sind auf ihre Umsetzung angewiesen , wie auf dem Gipfel von Barcelona unterstrichen wurde. Welcher Meinung ist die Kommission , Frau Kommissarin. Dann brauchen unsere Unternehmen , seien es nun kleine oder mittlere Unternehmen , unabhängig davon , ob sie im innovativen , traditionellen oder handwerklichen Sektor tätig sind , Zugang zu den Forschungs - und Entwicklungsprogrammen. Das ist keine Option , sondern eine Verpflichtung , um wettbewerbsfähig , dynamisch und leistungsfähig zu bleiben , wie Sie gerade unterstrichen haben , Frau Kommissarin. Schließlich brauchen diese Unternehmen Beratung , Zusammenarbeit , Abstimmung. Es gibt Berufsorganisationen , die diese kleinen und mittleren Unternehmen unterstützen. Hat die Kommission die Absicht , diese als seriöse Gesprächspartner für die Erarbeitung neuer Programme zu betrachten.Das sind die Voraussetzungen , damit unsere Unternehmen sich der Herausforderung von Wachstum und Beschäftigung stellen und unsere jungen Menschen Unternehmenskultur und Unternehmergeist erwerben können und damit das endlich wiedervereinigte Europa zum dynamischsten Wirtschaftsraum der Welt werden kann , in dem jeder Bürger seinen Platz findet.Hier stellen wir fest , dass jetzt zwar eine Studie erstellt wurde , die von den zuständigen Sachverständigen bereits intern festgelegt ist , mit deren Ergebnissen wir aber anscheinend nicht zufrieden sind
