We in Europe must be prepared to rise above any peevish reactions to those sentiments

The first hope is that Turkey , despite its negative behaviour all these years and its peevish reaction to yesterday's decisions of the 15 Member States , will realise that nobody is denying its position in Europe and that it is its own activities and oversights that , since 1963 , have prevented the upgrading of its relations

And all of them are peevish , whingeing statements of the obvious , not one of which is bold enough to get to the heart of the matter. Relations between the European Parliament and questions of foreign policy : there is no interpretation , Parliament's opinion is sought neither by the Council nor the Commission , decisions are not taken at a cross - institutional level which would make the demands of the Treaties binding.And what about the common foreign and security policy itself : this has progressed from non - existence to inadequacy. As the report says : public opinion does not value it. That is a fact. There is no coordination in arms exports. But the report does not say why or how coordination can be achieved
Und etwas haben sie alle gemeinsam : Sie sind verbittert , weinerlich , schlicht konstatierend und zu wenig mutig , als daß deutlich würde , worum es geht. Welche Beziehung hat nun das Europäische Parlament zu Fragen der Außenpolitik : Es wird nicht informiert , Rat und Kommission holen seine Stellungnahme nicht ein , und die Beschlüsse werden nicht auf interinstitutioneller Ebene gefaßt , so daß sie verbindlich sein könnten , wie es die Verträge gebieten.Andererseits die GASP selbst : nicht existent bis nicht ausreichend präsent. Der Bericht stellt fest , daß sie von der Öffentlichkeit nicht gewürdigt wird. Und das ist tatsächlich so. Es gibt keine Koordination beim Export von Waffen. Es wird aber nicht erwähnt , warum das so ist , und wie die Dinge ablaufen.Drittens die Werte der Gemeinschaft , die der Bericht verkündet
