The Council's consideration of the amendment of the TACIS programme has been inexcusably slow. The validity of the old regulation terminated early this year , and a new regulation has still not been enforced
Sie ist auch wichtig , damit in unseren Nachbarregionen die Stabilität gefördert und erhalten werden kann.Als praktisches Instrument steht uns dafür das Programm TACIS zur Verfügung , um dessen Ausbau und bessere praktische Anpassung es bei der jetzt zur Debatte stehenden Änderung der Verordnung geht. Die Änderung der TACIS - Verordnung ist im Rat unverzeihlich langsam behandelt worden. Die Geltungsdauer der alten Verordnung ist Anfang dieses Jahres abgelaufen , und eine neue Verordnung ist noch immer nicht in Kraft gesetzt worden
Our group abstained from this vote. The reason for our abstention is not that we were in any way unappreciative of the work of Mr Oostlander and the Members who supported him. Wherever he took a stance against the new manifestations of western European isolationism , which mainly lurk behind financial issues , he deserved and he had our support. However , this constant rearguard action against narrow little European thinking evidently tends to diminish the scale and importance ascribed to the task of planning , in the context of the enlargement process , a European development strategy that is sustainable and that will work throughout Europe. The economic challenge , especially in terms of regional , industrial , social and employment policies , is inexcusably underestimated once again in the present report , and there are even instances of the aim of a demilitarized pan - European home being actively obscured , for example by uncritical endorsement of the common agricultural policy , by detachment of the problems of illegal immigration or organized crime from their proper contexts and hypostatizing them or by implying that there are military solutions to pan - European problems
Keineswegs , weil wir die Arbeit von Herrn Oostlander und den ihn unterstützenden Abgeordneten nicht zu schätzen wüßten. Überall dort , wo er einem neuen westeuropäischen Isolationismus entgegenwirkt , der sich zumeist hinter Finanzierungsfragen verbirgt , verdient und hat er unsere Unterstützung. Offenbar trägt aber dieser beständige Abwehrkampf gegen eine enge , kleineuropäische Perspektive dazu bei , daß die Größe und Bedeutung der Aufgabe , im Prozeß der EUErweiterung wirklich zukunftsfähige , gesamteuropäisch tragfähige Lösungen zu finden , immer wieder nur verkürzt gesehen wird. Die wirtschaftliche , besonders landes - und industriepolitische , sozial - und beschäftigungspolitische Herausforderung wird auch in dem vorliegenden Bericht sträflich unterschätzt. Wenn nicht sogar aktiv dazu beigetragen wird , diese Aufgabenstellung eines zivilen , gesamteuorpäischen Hauses zu verdecken , indem etwa unkritisch an der GAP festgehalten , die illegale Einwanderung oder die organisierte Kriminalität als Probleme aus ihren wirklichen Zusammenhängen gerissen und hypostasiert werden - oder suggeriert wird , für die gesamteuropäischen Sicherheitsprobleme gebe es militärische Lösungen.Begrüßung

She suffered chronic ill health as a result of being detained and is now recovering.There has been a temptation for the West – Europe and the United States – to stress continuity and so - called stability. They have an eye on the oil , the new Baku - Tbilisi - Ceyhan pipeline having been opened last May by BP Chairman Lord Browne.Foreign criticism of the 2003 presidential elections and 2004 local elections , which were deeply flawed , was inexcusably muted. Have we not learnt that there can be no real stability without democracy , the rule of law and an honest economy. This time the European Union needs to send a very strong signal that there cannot be a partnership with Azerbaijan without democracy and human rights there.President Aliyev has to decide whether to embrace the democratic process or try to maintain autocratic rule with just a thin veneer of legitimacy. We need to tell him that , if he wants the European Union as a friend , there is only one choice.There is something else I should like to mention in this connection
Es handelte sich dabei um eine britische Bürgerin aus meinem Wahlkreis , die in Baku festgenommen wurde , weil Zollbeamte in ihrem Gepäck angeblich eine Waffe „entdeckt“ hatten , die ganz offensichtlich von interessierten Kreisen absichtlich dort deponiert worden war. Während der Haft hat sie sich eine chronische Erkrankung zugezogen , doch langsam bessert sich ihr Gesundheitszustand wieder.Vom Westen – das heißt , Europa und den Vereinigten Staaten – wird gerne auf die Bedeutung der Kontinuität und der so genannten Stabilität hingewiesen. Dabei geht es in Wirklichkeit um das Öl. Die neue Pipeline Baku - Tiflis - Ceyhan wurde im Mai von Lord Browne , dem Vorstandsvorsitzenden von British Petroleum , eröffnet.Die Kritik aus dem Ausland an den Präsidentschaftswahlen 2003 und den Regionalwahlen 2004 , bei denen es erhebliche Unregelmäßigkeiten gegeben hatte , wurde in unverantwortlicher Weise heruntergespielt. Haben wir nicht begriffen , dass es ohne Demokratie , Rechtstaatlichkeit und eine solide Wirtschaft keine echte Stabilität geben kann. Die Europäische Union muss jetzt unmissverständlich klarstellen , dass eine Partnerschaft mit Aserbaidschan ohne Demokratie und ohne Achtung der Menschenrechte im Land nicht möglich ist.Präsident Alijew muss sich entscheiden , ob er den demokratischen Prozess akzeptieren oder versuchen will , die autokratische Herrschaft , die keine echte Legitimation besitzt , aufrechterhalten will. Wir müssen ihm klarmachen , dass es nur einen Weg gibt , wenn er die Europäische Union als Freund gewinnen will
