We in this Parliament would have liked the European Council to have shown a lot more courage here , rather than the fainthearted approach adopted to date. But let us accept things just as they are. In future , the political will of the Governments for joint action will continue to hold sway over the Common Foreign and Security Policy. Nothing will happen without this political will from the Member States and where there is no political will , the Common Foreign and Security Policy will not even have the effect of a fig - leaf. Wir als Parlament hätten uns da seitens des Europäischen Rates erheblich mehr Mut und nicht nur zaghafte Fortschritte gewünscht. Aber nehmen wir die Dinge halt so , wie sie sind. Auch in Zukunft kommt in der gemeinsamen Außen - und Sicherheitspolitik an erster Stelle der politische Wille der Regierungen zum gemeinsamen Handeln. Ohne diesen politischen Willen der Mitgliedstaaten geht gar nichts und , wo dieser Wille fehlt , taugt die gemeinsame Außen - und Sicherheitspolitik nicht einmal als Feigenblatt. Das ist die Erfahrung , die wir in den letzten vier Jahren leider gemacht haben. Andererseits gilt aber auch : Wo der Wille zur Zusammenarbeit da ist oder zumindest die Chance besteht , ihn zu entwickeln , kann die Gemeinschaft einen nützlichen Beitrag leisten
