| Madam President , I have to say that Mrs Roth has interpreted the concept of human rights extremely broadly , but apart from that I agree with a number of the demands and statements that she makes , and I am grateful to her for including the paragraph on euthanasia.Nevertheless , I have a number of serious objections to the report as a whole. First of all , there is the fact that it places responsibility for human rights in the Union entirely in the hands of the national governments. Of course each country is responsible for establishing and maintaining law and order , but it is equally the responsibility of each person in society to accept and comply with this. Laws and regulations are all very well , but it is we as individuals who determine the quality of the society in which we live. Think of things such as tolerance , destructiveness and anti - social behaviour | Frau Präsidentin. Frau Roth hat den Begriff Menschenrechte wohl sehr weit gefaßt. Abgesehen davon , kann ich einer Reihe sozialer Forderungen und Urteile zustimmen. Für die Ziffer über die Euthanasie bin ich ihr dankbar.Dennoch habe ich gegen den Bericht insgesamt schwerwiegende Einwände. Als erstes möchte ich die Tatsache nennen , daß die Verantwortung für die Achtung der Menschenrechte in der Union voll und ganz dem Staat auferlegt wird. Selbstverständlich muß ein Staat die Rechtsordnung herstellen und sie aktiv anwenden. Aber es liegt in der Verantwortung jedes einzelnen in der Gesellschaft , sie zu beachten und einzuhalten. Vorschriften und Gesetze - einverstanden. Wir selbst aber sind es , die die Qualität der Gesellschaft bestimmen. Denken Sie nur an Dinge wie Toleranz , Zerstörungswut und asoziales Verhalten. Darin liegt die Wurzel des Problems. Um ihm wirksam begegnen zu können , bedarf es eines Musters von Normen und Werten. Daran fehlt es in diesem Bericht |
