| I wish on the one hand to congratulate Nicole Fontaine for the excellent work that she has carried out on the subject of this proposed directive , examined under the codecision procedure.On the other hand , there is reason to congratulate ourselves on there being a common position , which was precisely the wish of our parliament in the first reading. Indeed , the amendments made by the Council of Ministers do not go back on the spirit that the European Parliament wished to give to the directive , and that is the reason why I voted in the favour of the decision approving the common position.The examination of this text by the European Commission , the Council , and the Parliament shows that the three institutions can , with calm deliberation , implement the principles of negotiation , which prevail in community legislative procedures , and end up with a highly satisfactory result.I am all the more pleased with this good result , as the draft is of major importance , insofar as it contributes to the effective introduction of the European Union , and more particularly , to a concretization of the principles of free circulation and freedom of establishment | Ich möchte einerseits Nicole Fontaine zu der hervorragenden Arbeit gratulieren , die sie hinsichtlich dieses Richtlinienvorschlags , der auf der Grundlage des Verfahrens der Mitentscheidung überprüft wurde , geleistet hat.Andererseits muß man hier außerdem den Gemeinsamen Standpunkt begrüßen , der den in erster Lesung von unserem Parlament geäußerten Wünschen völlig entspricht. Auch die vom Ministerrat angeregten Änderungen stellen die Haltung , die das Europäische Parlament in dieser Richtlinie zum Ausdruck bringen wollte , nicht in Frage. Aus diesem Grund habe ich für den Beschluß zur Billigung dieses Gemeinsamen Standpunkts gestimmt.Die Überprüfung des Textes durch die Europäische Kommission , den Rat und das Parlament zeigt deutlich , daß die drei Organe die Verhandlungsprinzipien , die das Legislativ - Verfahren der Gemeinschaft bestimmen , gelassen anwenden und zu einem sehr zufriedenstellenden Ergebnis führen.Ich freue mich über dieses gute Resultat um so mehr , als diesem Text große Bedeutung zukommt , da er zu einer effektiven Umsetzung der Europäischen Union und insbesondere zu einer Verwirklichung der Grundsätze der Freizügigkeit und der Niederlassungsfreiheit beiträgt.Bericht Dell'Alba |
