| Many of my colleagues , who set great store by the power of representation , were afraid that too much consultation would make it difficult for decisions to be taken. Many of them are afraid of anything that might compromise the completion of monetary union. While it is true to say that I , personally , am in favour of making the switch to the euro conditional upon the implementation of new economic policy options and the formation of a common economic power , that is not the subject of this report , which , on the contrary - and I will repeat this - is firmly in favour of debating economic policy options.Finally , those who stick strictly to national sovereignty and , on the other side , those who have an essentially suprastate conception of federal power , may have been somewhat worried by my proposals. What I have in mind is a federation , not by means of a power exerted over nations , but by means of a strong link between them and the common institutions. Without compromising the essential concept , I have made two major concessions in order to achieve a large measure of agreement. I will just mention them briefly because my time is nearly up. My colleagues will know what I am referring to. I have not made any reference to national players , and I have not insisted that all my proposals be inserted into the Treaty | Diejenigen schließlich , die strikt an der nationalen Souveränität festhalten , und auf der anderen Seite diejenigen , die einen im wesentlichen überstaatlichen Begriff von der föderalen Macht haben , finden meine Vorschläge möglicherweise irritierend. Meine Kolleginnen und Kollegen werden sich aber zurechtfinden. Ich bin nicht auf die nationalen Akteure eingegangen , und ich habe nicht darauf bestanden , daß alle meine Vorschläge in den Vertrag aufgenommen werden.Jeder wird somit ermessen können , welche Bedeutung der politischen Verpflichtung zukäme , die das Parlament im Falle der Annahme dieses Textes übernehmen würde , denn diese Verpflichtung hängt - angefangen mit der Jahreskonferenz - von seinem eigenen Willen ab. Wir können damit in der Tat einen neuen Weg eröffnen. Wir strecken damit unseren Mitbürgern die Hand entgegen. Ihre unmittelbare Beteiligung am Leben der Union ist ein Werk , das einen langen Atem erfordert. Und ich finde , daß eine solche Stimulierung inzwischen absolut dringlich ist.
