However , as long as national political institutions and national political cultures remain frozen in the 19th - century mould and pretend that either the EU does not exist or is some far - off spaceship , we will never make great advances in this honourable enterprise of improving governance. Mr President , I cannot help getting the impression , when I travel around , that there are two Europes. There is a Europe of the institutions , i.e. the Commission , the Council of Ministers and Parliament , on the one hand ; on the other hand , there is the Europe of the people. I feel that here too , on the eve of the conclusion of the Intergovernmental Conference in the Netherlands. Thus the problem of understanding the interests of the general public is still there. Also , what is often called Eurospeak , now as ever , acts as a barrier to ordinary people. The language of the EU hardly catches the imagination , and it is full of acronyms of all kinds. One sometimes gets the impression that the institutions are in some spaceship far above the earth , communicating with one another in a special coded language. We can pick it up here on earth , but cannot understand what it is about. It is full of terms like subsidiarity , variable geometry , comitology and the like. The result is that people find it uninteresting and sometimes downright annoying. That is the reaction in news offices wherever you go. Precisely in such a context it is important to highlight the role of the national parliaments : quite simply , they need to discover Europe. The national parliaments are after all closer to the people than the European Parliament , so the obvious thing is to use the national parliaments to make the whole system more relevant to the people. As has been so forcefully pointed out here today , it is necessary. And I say all of this in the recognition that what we regard as national home affairs policy has in crucial respects also become European home affairs policy
Herr Präsident , ich muß sagen , daß ich immer noch , wenn ich so in der Weltgeschichte herumreise , feststelle , daß es zweierlei Europa gibt. Ein Europa der Institutionen , die Kommission , der Ministerrat und auch das Parlament einerseits und andererseits das Europa der Bürger. Das sehe ich auch hier wieder kurz vor Abschluß der Regierungskonferenz in Holland. Das Problem eines Mangels an Verständnis für das normale , öffentliche Interesse besteht also immer noch. Auch die sogenannte EU - Sprache stellt weiterhin ein Hindernis für die Bürger dar. Die EU - Sprache ist sehr wenig attraktiv und zeichnet sich durch Unmengen von Abkürzungen verschiedenster Art aus. Zuweilen erhält man den Eindruck , die Institutionen befänden sich in Raumschiffen außerhalb der Erdatmosphäre und kommunizierten in einem besonderen Code miteinander. Zwar kann man ihre Botschaften hier auf Erden empfangen , aber verstehen , worum es geht , kann man nicht , denn es wimmelt darin nur so von Wörtern wie Subsidiarität , variable Geometrie , Komitologie und dergleichen. Dadurch wirkt diese Ausdrucksweise auch uninteressant und manchmal gar langweilig. Dasselbe gilt für die Redaktionen überall. Daher ist es so wichtig , auf die Rolle der nationalen Parlamente hinzuweisen , denn diese nationalen Parlamente sollten Europa überhaupt erst einmal entdecken. Sie stehen den Bürgern trotz allem näher als das Europäische Parlament , also sollten gerade die nationalen Parlamente dazu dienen , den Bürgern all dies verständlicher zu machen. Das ist nötig , wie auch heute hier so stark betont wurde. Ich sage all das im Bewußtsein , daß das , was wir für einzelstaatliche Innenpolitik halten , mittlerweile auch zu einem großen Teil europäische Innenpolitik geworden ist , und aus diesem Bewußtsein heraus ist es so wichtig , die nationalen Parlamente in den europäischen Zusammenhang einzubeziehen , damit sie nicht nur wie Satelliten am äußeren Rand hängen
