The June List welcomes the reform of the EU’s sugar sector and finds it encouraging that this sector too is being adjusted to the market. This should have happened earlier. We are critical of the EU’s export subsidies to domestic sugar producers and take a positive view of the fact that it will be possible for the sugar trade to take place under fairer conditions in the future.Without going into details of the budget , I wish to emphasise that extensive financial aid alone will not solve the problems that sugar sector reform may entail for the ACP countries. Financial aid does not guarantee longer - term conversion and restructuring of the ACP countries’ sugar sectors and industries.I am also looking for clearer strategies and priorities governing those things for which the financial resources are specifically to be used. Otherwise , there is a significant danger of our only offering the ACP countries a form of artificial respiration and of the aid being given by the EU not having the intended effect
Die Juniliste begrüßt die Reform der EU - Zuckermarktordnung und hält es für positiv , dass es auch in diesem Sektor eine Marktanpassung gibt. Das hätte schon früher erfolgen sollen. Da wir den Ausfuhrbeihilfen der EU für einheimische Zuckererzeuger kritisch gegenüber stehen , freuen wir uns , dass der Zuckerhandel in Zukunft unter gerechteren Bedingungen erfolgen kann.Ohne näher auf Einzelheiten des Haushaltsplans einzugehen , möchte ich unterstreichen , dass eine finanzielle Unterstützung allein die Probleme nicht lösen kann , die eine Reform der Zuckermarktordnung für die AKP - Staaten möglicherweise mit sich bringt. Finanzhilfe garantiert keine langfristige Umstellung und Umstrukturierung des Zuckersektors und der Zuckerindustrie der AKP - Staaten.Mir fehlen außerdem deutlichere Strategien und Prioritäten für die spezifische Verwendung der Finanzmittel. Ohne diese besteht die große Gefahr , dass wir den AKP - Staaten lediglich eine Art künstlicher Beatmung anbieten und die Hilfen der EU nicht die beabsichtigte Wirkung haben. Das wird für die Kommission sicherlich kein Problem sein
