September 11 revealed with one bang the prevailing error of the old security policy. A missile shield gives no defence against terrorism - I said this the night before at the meeting of our committee - nor can justice be created with weapons ; at times , perhaps , it may be possible to put a stop to the perpetration of injustice. But we are so vulnerable that we are dependent on one another. The benefit of each depends on that of all others.I propose that a new fundamental policy line of dependency be created for the Union , both at the United Nations and at the WTO and also within the Union. Internal and external security policy must be connected ; the difference between them , after all , has disappeared

Ein Raketenschild schützt weder vor Terrorismus , das sagte ich ja am Vorabend in unserer Ausschusssitzung , noch wird mit Waffen Recht geschaffen ; manchmal kann vielleicht die Fortsetzung der Ungerechtigkeit gestoppt werden. Das Interesse aller hängt vom Interesse aller ab.Ich schlage vor , für die Union eine neue Leitlinie für eine Politik der Abhängigkeit sowohl in den Vereinten Nationen als auch in der WTO zu schaffen , von der wir gesprochen haben , oder innerhalb der Union. Es gilt , eine Kombination von innerer und äußerer Sicherheitspolitik herzustellen ; einen Unterschied gibt es ja nicht mehr. In der Politik der Abhängigkeit setzen wir anstelle von Soldaten vor allem Sozialarbeiter ein , anstelle von Bomben Krankenschwestern und anstelle von Raketen Lehrer
Mr President , I would like to draw the attention of the Council and the Commission to a number of issues , a number of dossiers which have received wide coverage in the international press but which we appear to have overlooked somewhat in our political activities. The first concerns an African country which is travailed by daily violations of the most fundamental human rights , Zimbabwe , where a Head of Government and his regime of violent , brutal racism towards the settlers , the farmers of European origin , have encouraged the perpetration of incidents which , along with the attacks on the democratic rights of the local African opposition to this regime , place this country wholly outside the realms of democracy
Herr Präsident , ich möchte die Aufmerksamkeit des Rates und der Kommission auf einige Fragen bzw. Dossiers lenken , die in der internationalen Presse großen Widerhall fanden , jedoch wie es scheint oftmals in unserer politischen Tätigkeit ein wenig vernachlässigt werden. Die erste Frage betrifft ein afrikanisches Land , in dem die grundlegendsten Menschenrechte täglich verletzt werden , nämlich Simbabwe , wo das brutale und grausame rassistische Vorgehen des Regierungschefs und des Regimes gegen die Siedler und Farmer europäischer Herkunft zu einigen Zwischenfällen geführt hat , die zusammen mit den Angriffen auf die demokratischen Rechte der lokalen afrikanischen Opposition zu diesem Regime dieses Land vollkommen aus der Gemeinschaft der Demokratie ausschließen
