The European flag stood next to Pierre Pflimlin s coffin , and at the end of the service , which was not a mournful service but one of hope and confidence , the European anthem was played and sung by a choir
Sie haben durch den Senatspräsidenten Poncelet hier eine Botschaft überbracht. Alle , die dabei waren , wie unsere Präsidentin und andere , waren tief bewegt. Neben dem Sarg von Pierre Pflimlin stand die Europafahne , und zum Abschluß des Gottesdienstes , der kein Trauergottesdienst war , sondern ein Gottesdienst der Hoffnung , der Zuversicht , wurde die europäische Hymne gespielt und durch einen Chor gesungen
Mr President , much has already been said about the budget. Nevertheless , I believe that we can give ourselves a little pat on the back today.This week’s states that the gross national product of the European Union has risen above that of the United States again this year. This means that we have become the world’s leading GNP power , and out of all of this we are spending 1% on this budget. That 1% ensures that we are able to maintain the possibilities of that GNP. That 1% is truly the best investment imaginable , therefore ; and you could make yourself extremely sad listening to the weeping and wailing in the Ecofin Council.I do think , however , that the issue of Ecofin is a difficult one. What does Ecofin consist of. It consists of ministers who think that they should in fact be prime minister. They think it totally unfair that there is also a European Council ; they believe that they themselves are that Council , and thus they go ahead and make their own policies.That is the main problem at this time. The Treaty assumes that there is one European Council , which has a definite coordinating role. The members of Ecofin think that they , too , play that role , and the way in which they go about it is so parochial , so sad , pedestrian and mournful , that it makes us shiver. Naturally , everyone thinks that I am only talking about Mr Brown , but unfortunately there are other ministers , too , who think along the same lines. That is a problem , and I think that this is perhaps the main point. I am not concerned with restricting the rights of this Parliament , but what would be eminently possible would be to restrict Ecofin’s rights somewhat when the European Council meets again
– Herr Präsident. Wir haben schon eine Menge über den Haushaltsplan gehört. Dennoch meine ich , wir dürfen uns heute selbst ein wenig auf die Schulter klopfen.In dieser Woche heißt es , das Bruttosozialprodukt der Europäischen Union übertreffe in diesem Jahr abermals das der Vereinigten Staaten. Damit haben wir uns also zur stärksten BIP - Macht der Welt entwickelt , und von all dem verwenden wir ein Prozent für diesen Haushalt. Dieses eine Prozent sorgt dafür , dass wir die Möglichkeiten für dieses BIP aufrecht erhalten können. Dieses eine Prozent ist tatsächlich die denkbar beste Investition. Und wenn man dann das Geschrei und Geheul im ECOFIN - Rat hört , stimmt einen das außerordentlich traurig.Gleichwohl bin ich der Meinung , dass die ECOFIN - Problematik vielschichtig ist. Wie setzt sich der ECOFIN zusammen. Ihm gehören Minister an , die denken , eigentlich sollten sie Ministerpräsident sein. Sie halten es für völlig ungerecht , dass es noch einen Europäischen Rat gibt , sie glauben , sie selbst seien dieser Rat , und mithin verfolgen sie nur ihre eigene Politik.Und darin liegt derzeit das gravierendste Problem. Dem Vertrag zufolge gibt es einen einzigen Europäischen Rat , dem eine gewisse koordinierende Funktion zukommt. Die Mitglieder des ECOFIN denken , auch sie spielten diese Rolle , und das machen sie auf eine derart engstirnige , traurige , umständliche , jämmerliche Weise , dass es uns kalt den Rücken hinunterläuft. Selbstverständlich meint ein jeder , ich spräche nur von Herrn Brown , aber leider gibt es auch noch einige andere Minister , die in der gleichen Richtung denken. Das ist ein Problem , und meiner Ansicht nach ist das möglicherweise der entscheidende Punkt. Dabei geht es mir nicht darum , die Rechte dieses Parlaments zu beschneiden. Allerdings könnte es durchaus möglich , sein , dass dann , wenn der Europäische Rat wieder zusammenkommt , die Rechte des ECOFIN ein wenig eingeschränkt werden
