Inwieweit hält es der Kommissar für möglich , die jetzige Angelegenheit zu nutzen , um bei der Formalisierung der Beziehungen zu Kuba rasche Fortschritte zu erzielen. Dies läge im gegenseitigen Interesse Kubas und der Europäischen Union. Bei dem D'Amato - Gesetz ist dies nicht der Fall
