Madam President , Mr Gallagher , I am only too pleased to second what you have just had to say about the modus operandi. Something has to change there. But first I have something to tell you on a more cheery note. Yesterday , following the trialogue between the Council , the Commission and Parliament , I was reassured in the Committee on Budgets that the financing for the important fisheries agreement with Morocco was secured at second reading. We have taken a significant step forward and a sound foundation has been laid for the forthcoming negotiations.It was possible to discern the beginnings of a change of direction in the debate in the Committee on Fisheries on the report by Carmen Fraga , and this change will take hold in the new year. The joint struggle has forged bonds between us within the Committee , both on general and more specific issues. It was , and continues to be , about supplying the European market with fish and about targeted production for export so as to preserve direct and indirect jobs at sea and on land. We are a Community based on solidarity and it should stay that way
Frau Präsidentin. Herr Gallagher , ich unterstreiche sehr , was Sie soeben zur Arbeitsmethode ausgeführt haben. Da muß sich etwas ändern. Aber eine frohe Botschaft vorweg. Nach dem Trilog zwischen Rat , Kommission und Parlament konnte mir gestern im Haushaltsausschuß versichert werden , daß die Finanzierung des bedeutenden Fischereiabkommens mit Marokko in der zweiten Lesung gesichert sei. Ein wichtiger Schritt ist getan , eine gute Basis für die anstehenden Verhandlungen ist gelegt.In der Debatte im Fischereiausschuß zum Bericht von Carmen Fraga hat sich in ersten Anfängen eine Wende gezeigt , die sich im neuen Jahr verstärken wird. Der gemeinsame Kampf hat uns im Ausschuß im allgemeinen und im besonderen zusammengeschweißt. Es geht und ging um die Versorgung des europäischen Marktes mit Fisch und die gezielte Produktion für den Export zum Erhalt von direkten und indirekten Arbeitsplätzen auf See und an Land. Wir sind eine Solidargemeinschaft , und das soll auch so bleiben.Nun gibt es ein neues Parlament , eine neue Kommission mit vielen neuen Personen , mit neuen Akzenten. Die Marktsituation nicht nur angesichts der WTO - Verhandlungen und das neue Verständnis traditioneller Gepflogenheiten durch die neuen Personen verändern auch die Inhalte und Gewichte der Themen im Ausschuß
It is in the interest of all of us as MEPs to find a way out of this dirty corner of corruption.The European People's Party has suggested ways by which the secretarial assistance allowance could be managed more efficiently in future. These proposals were approved by a large majority in the Committee on Budgetary Control , including that the paying agents in the Member States should be notified by Parliament itself and thereby become more professional. These paying agents would then also administer the contracts for services and ensure that taxes are paid and social security contributions are deducted. These amendments protect Parliament's reputation , as does the point that MEPs should no longer be able to employ family members in future.Under the rules of the EU , this means a very significant conflict of interests. Therefore , I call upon all Members to avoid further damage to ourselves and to Parliament. I note with concern that the Socialist Group , along with some of the Liberals , wants to vote against this passage of text. If they prevail , it will mean that we complete the discharge process without making any progress in this very important aspect , and that would be the absolute worst case scenario for us all , because a cheery carry on will not get us through the latest report by the Court of Auditors on the secretarial assistance allowance.Also with regard to the Parliamentary assistants allowance , which we agreed on together , we want to keep to the view that it is no cure - all. I want to recommend that you all read the fine print. It is all still up in the air , which means that saying at this point that the Parliamentary assistants allowance will help us solve every problem is simply a lie - and also a lie to the public
Wir Abgeordnete haben jedes Interesse , aus der Schmuddel - und Betrügerecke herauszukommen.Die EVP hat Vorschläge gemacht , wie die Sekretariatszulage künftig effizienter verwaltet werden könnte. Diese Vorschläge wurden mit deutlicher Mehrheit im Haushaltskontrollausschuss angenommen , wie etwa , dass die Zahlstellen in den Mitgliedstaaten vom Parlament selbst notifiziert und damit professionalisiert werden. Diese Zahlstellen sollen dann auch die Dienstleistungsverträge verwalten und sicherstellen , dass Steuern gezahlt und Sozialabgaben abgeführt werden. Diese Anträge schützen das Ansehen des Parlaments ebenso wie der Punkt , dass Abgeordnete künftig keine Familienangehörigen mehr beschäftigen sollen.Nach den Regeln der EU bedeutet dies einen schweren Interessenkonflikt. Ich bitte alle Kollegen darum , doch weiteren Schaden von uns und vom Parlament abzuwenden. Ich sehe mit Sorge , dass die Sozialistische Fraktion und auch Teile der Liberalen gegen diese Textpassage stimmen wollen. Wenn sie durchkommen , bedeutet das , dass wir das Entlastungsverfahren in dieser so wichtigen Frage ohne Fortschritte abschließen , und das wäre der Supergau für uns alle , denn mit einem fröhlichen Weiter so. werden wir den neuen Bericht des Rechnungshofs zur Sekretariatszulage nicht überstehen.Auch bezüglich des Assistentenstatuts , das wir ja gemeinsam beschlossen haben , wollen wir festhalten , dass es kein Allheilmittel ist. Ich möchte allen empfehlen , doch zuerst einmal das Kleingedruckte zu lesen. Das ist ja alles noch in der Schwebe. Das heißt : Jetzt zu sagen , dass das Assistentenstatut uns helfen wird , alle Probleme zu lösen , ist einfach eine Lüge - auch eine Lüge für die Öffentlichkeit.Ich möchte noch einen Satz zum Kommissionshaushalt sagen : Herr Kommissar , kein Zweifel , das war knapp , und ich hoffe , dass Ihre Kolleginnen und Kollegen Ihnen einen ausgegeben haben , denn Sie haben es sich verdient.
