In the last 30 years , the volume of currency transactions has increased by 83 times : firstly , total global reserves of all central banks barely amounts to one day of foreign exchange trading ; secondly , annual global trade in real goods and services equals just three - and - a - half days of foreign exchange markets out of 350 , that is , 1% of capital movements are for trade in goods and services and 99% are for speculation. The size , unpredictability and irrationality of the global foreign exchange markets have made it harder and harder to manage national and regional economies. Computer - controlled selling programmes turned a random blip into an avalanche , burying jobs , lives and industries across the globe.The only arguments against it are : firstly , it would impair the efficiency of the foreign exchange market - a little fanciful in light of the financial feeding frenzies we have seen that have destroyed jobs throughout the world , in East Asia , Europe and Latin America. Und wer könnte etwas gegen Sicherheit , Freiheit und Gerechtigkeit haben. Das Problem besteht nun darin , daß so etwas nicht von der EU durch gesetzliche Verfügungen und andere übernationale Beschlüsse eingeführt werden kann. Freiheit , Sicherheit und Gerechtigkeit sind Bestandteile des gesellschaftlichen Grundsystems. Sie sind Ergebnisse der Geschichte , der sozialen Erfahrungen und der politischen Entwicklung einer jeden Gesellschaft. Die EU kann sie nicht ohne Schaden für diese Gesellschaften einführen. Hier finden wir die Absicht hinter dem Mantra über Sicherheit , Freiheit und Gerechtigkeit. Es geht nicht um die Sicherung der Gerechtigkeit für die Bürger , dafür sorgen schon die nationalen Rechtssysteme. Es geht darum , wichtige Bereiche des Strafrechts , der Kriminalpolitik und der Rechtspflege in die Zuständigkeit der EU zu überführen. Es geht um mehr Integration , die unter falschem Namen außerdem noch mehr Repression und Kontrolle mit sich bringt. Man denke nur an die Beschlüsse über die Festung Europa , Schengen , Eurodac usw. Jeder Demokrat kann zwei grundlegende Probleme ausmachen. Erstens sind die geplanten Maßnahmen völlig unzureichend. Wie sollen die Institutionen der EU , die schon jetzt überlastet sind , diese anspruchsvollen Projekte verwirklichen. Erinnern wir uns an die vernichtende Kritik , die letztes Jahr an Anstand , Ethik und Verantwortung der Kommission geübt wurde. Das ist ja auch indirekter Bestandteil der Anfrage. Und zweitens belasten und beschneiden diese Projekte die nationalen Demokratien. Solange es in der EU nur um den Binnenmarkt ging , wurde nur der Körper in Mitleidenschaft gezogen. Jetzt wird die Seele angegriffen
