In this regard I can only agree with all of those who referred here to yesterday's article in The Financial Times , because although on the one hand in this article it is stated that the common agricultural policy is better than its reputation - a sermon that I preach around once every week - it is also clear that people want to see rural development given a boost and that they wish to have better quality and food safety
In dem Zusammenhang kann ich also nur all jenen Recht geben , die hier auf den Artikel von gestern in der Financial Times Bezug genommen haben , denn in diesem Artikel wird zwar einerseits festgestellt , dass die Gemeinsame Agrarpolitik besser ist als ihr Ruf - eine Predigt , die ich ungefähr jede Woche einmal halte - , aber es ist auch klar , dass man eine Stärkung der ländlichen Entwicklung haben möchte , dass man mehr Qualität und mehr Lebensmittelsicherheit haben möchte
I am pleased that Mr Amado talked about the EDF. The problem , however , should not be sought within this Parliament or the Commission ; it is the Council that needs to make a decision on the EDF budget. This sermon , therefore , really belongs in the Council.Mr President , I thank Mr Nielson. He has talked extensively about the new Lomé Convention , although this is not really the topic of this morning s meeting. We want to talk about coherence. This is the topic. Ever since the early nineties , the European Parliament , the European Commission and the European Council of Ministers have recognised that this coherence of European policy is leaves something to be desired , especially in the field of development cooperation and in other EU policies.This problem has been highlighted on several occasions , to whit in 1992 , in 1995 and 1997. The examples are all quoted in a resolution which lies before us

Das Problem liegt jedoch nicht hier im Parlament und auch nicht bei der Kommission - der Rat muß den Schritt zur Einbeziehung des EEF in den Haushaltsplan machen. Insofern hätte diese Predigt eigentlich im Rat gehalten werden müssen.Mein Dank gilt auch Herrn Nielson. Er hat ausführlich über das neue Lomé - Abkommen referiert , das aber gar nicht das Thema der heutigen Sitzung ist. Wir wollten über Kohärenz sprechen. Das ist unser Thema. Bereits seit Beginn der 90er Jahre haben das Europäische Parlament , die Europäische Kommission und der Europäische Ministerrat erkannt , daß es , vor allem in der Entwicklungszusammenarbeit und in anderen Politikbereichen der Union um die Kohärenz der europäischen Politik nicht gut bestellt ist.Bereit 1992 , 1995 und 1997 ist auf dieses Problem aufmerksam gemacht worden. Alle diese Beispiele sind in einer uns vorliegenden Entschließung genannt
Mr President , Madam President - in - Office of the Council , President of the Commission , ladies and gentlemen , I feel that upholding the Community method has become a habit for many people and I would go as far as to say a religion for some , with its greater and lesser priests : President Delors , you , President Prodi , and Ferdinando Riccardi , who preaches his daily sermon in Agence Europe. Yet it is a religion , ladies and gentlemen , which has lost its god , for the Community method that you are all upholding was based on the centrality of the Commission , and the Commission no longer has that pivotal status. The Commission is no longer at the centre of our European integration , it is no longer - as it was when there were six or nine States - the driving force of European integration. The 15 - State Europe has already brought a number of institutional innovations : Mr CFSP is totally outside the Commission s control
Herr Präsident , Frau Ratspräsidentin , Herr Kommissionspräsident , verehrte Kolleginnen und Kollegen. Ich glaube , die Verteidigung der Gemeinschaftsmethode ist mit ihren großen und kleinen Predigern , d. h. mit Präsident Delors , mit Ihnen , Herr Präsident Prodi , und mit Ferdinando Riccardi , der uns seine tägliche Moralpredigt über die Europäische Agentur hält , für viele zu einem Alibi und für einige gar zu einer Religion geworden. Es handelt sich jedoch um eine Religion , verehrte Kolleginnen und Kollegen , die ihren Gott verloren hat , denn die von Ihnen allen verfochtene Gemeinschaftsmethode beruhte auf der zentralen Rolle der Kommission , die sich jedoch überlebt hat. Die Kommission steht nicht mehr im Zentrum des europäischen Einigungswerks , sie ist nicht mehr wie einst , als es sechs und dann neun Mitgliedstaaten gab , der Motor dieses Prozesses. Wir haben schon mit der aus 15 Mitgliedstaaten bestehenden Union erlebt , dass einige Organe bzw. Ämter erfunden wurden , wie zum Beispiel das des Hohen Vertreters für die GASP , welches jeglicher Kontrolle der Kommission entzogen ist
