Without wishing to jeopardise approval for the proposal before us , however , I have strong reservations regarding the fairness of the proposal across our fleets. The fishing opportunities allocated to the Portuguese fleet have been reduced , with its shrimp trawler GRT cut by 65% , well above the overall average cut in GRT.In addition , one surface longliner permit has been lost , as only four longliners are covered by the agreement. I therefore cannot see what socio - economic impact assessment the Commission carried out for this proposal and what compensation measures it intends to adopt. This is something I shall insist on. The difference here , however , was that both the sector and the European Parliament had been open to dialogue with the Commission and we adopted an acceptable plan in the end
Zwar wollen wir den zur Billigung vorliegenden Vorschlag nicht in Frage stellen , doch hegen wir große Bedenken hinsichtlich der Gerechtigkeit des Vorschlags für unsere Flotte. Die der portugiesischen Flotte zugewiesenen Fischereimöglichkeiten wurden verringert. Die Bruttoraumzahl der Garnelenfänger wurde um 65 % reduziert , was mehr als die durchschnittliche Verringerung der BRZ insgesamt ausmacht.Darüber hinaus entfällt die Genehmigung für Oberflächen - Langleinenfischer , und es fallen lediglich vier Langleinenfischer unter das Abkommen. Deshalb ist nicht erkennbar , was für eine Bewertung der sozioökonomischen Auswirkung des vorliegenden Vorschlags die Kommission vorgenommen hat und welche Maßnahmen sie zu ergreifen gedenkt. Das ist eine Frage , die wir weiter verfolgen werden
Mr President , as you quite rightly said , the question which the honourable Member just asked is in fact identical to the question raised by Mrs Jackson. I am quite prepared to answer these questions jointly now. Perhaps I should do so straight away.The fact is that a size restriction of 9 500 GRT was introduced for the pelagical segment in the agreement with Mauritania , thereby preventing the Atlantic Dawn from fishing under the Mauritania agreement. However , that has nothing to do with flags of convenience. The Atlantic Dawn then made private arrangements and is fishing in Mauritanian waters under a private licence. The owner of the Atlantic Dawn obtained this licence directly from the Mauritanian Government and it is therefore beyond our control. We can only monitor the part covered by the agreement

Vielleicht beginne ich gleich damit.Es ist so , dass in diesem Abkommen mit Mauretanien eine Größenbeschränkung für das pelagische Segment eingeführt wurde , und zwar in Höhe von 9 500 BRT , so dass also die Atlantic Dawn nicht die Möglichkeit hat , im Rahmen des Mauretanien - Abkommens zu fischen. Das hat aber nichts mit Billigflaggen zu tun , sondern die Atlantic Dawn hat dann in der Folge ein privates Arrangement getroffen und fischt mit einer privaten Lizenz in mauretanischen Gewässern. Der Besitzer der Atlantic Dawn hat diese Lizenz direkt von der mauretanischen Regierung bekommen , und es liegt daher außerhalb unseres Einflussbereiches
