The German federal government readily undertook to finance the construction of the stretch from Berlin to Erfurt , but struck the Erfurt - Nuremberg portion from its list of priorities. Now , either the money must be repaid , as a stage is no use on its own , or pressure must be brought to bear to get the next stage built.Let me end by saying something about Parliament and its budget. I think it is a bit close to Christmas to be drawing up Christmas lists of possible new buildings that we will need if we are to have the space to cope with enlargement. I think there must be serious examination of whether there is real need for additional space for offices and meeting rooms. Christmas lists are nice , but the Christ child does not grant us all wishes , and nor should we. Entweder muss dann das Geld zurückbezahlt werden , denn ein Teilstück allein reicht nicht , oder es muss Druck gemacht werden , damit auch das nächste Teilstück entsprechend gebaut wird.Zum Schluss noch einen Satz zum Europäischen Parlament und zu unserem Parlamentshaushalt. Ich denke , wir sollten so kurz vor Weihnachten keine Weihnachtsliste machen , was mögliche neue Gebäude betrifft , wenn wir die Erweiterung auch räumlich bewältigen wollen. Ich denke , hier muss seriös geprüft werden , welchen wirklichen Bedarf es an zusätzlichen Büroflächen , an Sitzungsflächen gibt. Weihnachtslisten sind schön , aber das Christkind erfüllt nicht alles. Auch wir sollten nicht alles erfüllen. This time , just before enlargement , an initiative report is being placed on the agenda with major implications for the candidate countries , but without their involvement. This is about them but without them. This will do little to instil faith in the democratic decision - making process in the future. Acceptance of the report jeopardises the enlargement process. Mrs Doyle has already stated this. Poland , the referendum in Ireland , and other instances spring to mind. I hope that everyone who votes tomorrow is acutely aware of this.I have received many negative reactions from various European countries , in eastern and western Europe alike , and even today from the European Forum of National Laity Committees in Erfurt.The topic is important and is tied in with a number of topical issues , such as the increase in sexually transmitted diseases , the large number of unwanted pregnancies , also among young people , the large number of legal and illegal abortions and any adverse effects on women afterwards , the importance of relationships and family , the importance of education in this area , etc
Nunmehr wird kurz vor der Erweiterung noch einmal ein Initiativbericht auf die Agenda gesetzt mit schwer wiegenden Folgen für die Beitrittsländer , ohne sie allerdings mit einzubeziehen. Frau Doyle hat ebenfalls darauf hingewiesen , ich denke an Polen , ich denke an das Referendum in Irland und anderes. Hoffentlich ist das jedem , der morgen abstimmt , vollkommen klar.Aus den einzelnen europäischen Staaten , aus Ost - und Westeuropa , sind mir zahlreiche negative Reaktionen zugegangen , heute noch von dem Europäischen Forum Katholischer Laienverbände in Erfurt.Das Thema ist von Bedeutung , Herr Präsident , und hängt mit solchen aktuellen Problemen zusammen wie dem Anstieg sexuell übertragbarer Krankheiten , der enormen Zahl ungewollter Schwangerschaften , auch unter Jugendlichen , der hohen Rate legaler und illegaler Abtreibungen und den möglichen negativen Folgen für die Frauen , der Bedeutung von Beziehungen und Familie , dem Stellenwert der Erziehung auf diesem Gebiet und so weiter. Leider ist dieser Bericht - zumindest in seiner ursprünglichen Fassung - größtenteils darüber hinweggegangen

The political parties also have a great responsibility and should involve young people to a greater degree , encouraging them to take up political office. That will become very important in view of the elections to be held in 2004.We support the greater promotion of voluntary work for young people , but this is a kind of informal education and should be given recognition as such ; legal and social protection for young people also needs to be improved. The motion for a resolution contains an array of further proposals , for example for making better use , for young people's purposes , of the Community programmes or indeed the Structural Funds. In order to do that , they will have to have better data with which to work. The Pisa survey in the educational field has shown how a youth report to be drawn up every three years , with comparable statistics and indicators from the Member States and the candidate countries , can serve as a significant basis for a broadly - based debate and for further political decisions , but there is a need for other coordinated measures as well , for example - as the catastrophe in Erfurt shows - to prevent violence.An Internet portal is not a sufficient discussion forum for the purposes of informing young people , as there are marked geographical and gender - specific , as well as social , differences in the way the Internet is used. My proposal is for innovative material to be developed in the language young people use and for the European Union's youth work to be presented to the wider public in a week of activities every year.But , ladies and gentlemen , nothing is any good unless it results in action
Es gibt starke geographische und geschlechtsspezifische , aber auch soziale Unterschiede in dessen Nutzung. Ich schlage vor , innovatives Material in der Sprache der Jugendlichen zu entwickeln und in einer jährlichen Aktionswoche die Jugendaktivitäten der Europäischen Union einer breiten Öffentlichkeit vorzustellen.Aber , Kolleginnen und Kollegen , es gibt nichts Gutes , außer man tut es. Das Weißbuch zur Jugendpolitik kann nur ein erster Schritt sein , ein erster wichtiger Schritt , den die Kommission eingeleitet hat , um mit vielen Jugendlichen und mit Akteuren in Kontakt zu kommen. Aber das gibt es auch nicht zum Nulltarif. Es müssen jetzt Maßnahmen folgen , die aus dem Programm Jugend nicht zu finanzieren sind. Die guten Vorschläge können hier nicht verwirklicht werden , denn das Jugendprogramm ist zu 99 % ausgereizt.Der Ministerrat muss nun Ende des Monats hier schnell eine Entscheidung treffen. Wir brauchen grünes Licht für das Weißbuch. Wir müssen dann gemeinsam zügig weitere Vorschläge konkret umsetzen , auch haushaltstechnisch , denn nichts wäre für unsere Aktivitäten und für unser Ansehen unter den Jugendlichen in der Europäischen Union verheerender , als wenn die hohen Erwartungen , die bei Jugendlichen geweckt wurden - ich war bei vielen dieser europäischen , aber auch nationalen Konferenzen und habe mit den Jugendlichen gesprochen - , nicht erfüllt und jetzt keine Maßnahmen folgen würden. an , die für eine Reihe von ergänzenden Aktivitäten zur Unterstützung der allgemeinen Ziele des Programms vorgesehen sind
