| Tomorrow the European Parliament will again debate the scenario as regards the six countries , selecting or proposing another route which , of course , will also be that of the European Council of Luxembourg. In my opinion , then , our Parliament is doing the right thing with the Colom i Naval report , by placing the other problem on the table , though perhaps not forcefully enough. It is right to put the Commission on its mettle by asking whether it is sure its lack of ambition is indeed up to the challenge we are setting ourselves. This is a greater challenge than we have faced in recent years. Are we sure that , as institutions with the task of proposing scenarios which then need to be ratified , it was necessary to demonstrate quite so much timidity. Are you sure that in seven years , with a rigid system which will not , of course , allow revision of the financial perspectives in the course of the exercise , and therefore no longer according to that planned five - yearly term , are you sure it will be enough and that the challenge can be victoriously met and surpassed , both by us and by the new member countries.Now the new scenario is opening up a different prospect , thanks also , I hope , to this report which stresses , not by chance , that the question of own resources and all the other questions on the table have not even been outlined by you | Morgen wird das Europäische Parlament erneut über die etwaige Beitrittsbeschränkung auf sechs Länder diskutieren und dabei einen anderen Weg wählen oder vorschlagen , den vielleicht auch der Europäische Rat von Luxemburg einschlagen wird. Meiner Beurteilung nach tut das Europäische Parlament mit dem Colom - Bericht gut daran , das andere Problem auf das Tapet zu bringen , auch wenn vielleicht nicht nachdrücklich genug , so doch sicher sehr verdienstvoll und zeitgerecht. Es tut gut daran , die Kommission zu warnen und zu fragen : sind Sie denn sicher , daß Ihr mangelnder Ehrgeiz wirklich der Herausforderung , der wir uns stellen wollen , angemessen ist. Heute stehen wir doch vor der größten Herausforderung seit zwanzig Jahren : mußten wir denn als Institution , die die Aufgabe hatte , Szenarien vorzustellen , die dann ratifiziert werden sollten , tatsächlich so zurückhaltend sein. Sind Sie denn sicher , daß sieben Jahre mit einem unflexiblen System , in dem wir vielleicht nicht einmal die Finanzielle Vorausschau in einem Haushaltsjahr geschweige denn in der vorgesehenen fünfjährigen Laufzeit des Finanzrahmens revidieren können , ausreichend sind , und sind Sie denn sicher , daß wir und die Beitrittsländer diese Herausforderung siegreich bestehen können.Das neue Szenarium eröffnet nun eine andere Perspektive , hoffentlich auch dank diesem Bericht , der nicht zufällig auf die Tatsache abhebt , daß Sie die Frage der Eigenmittel und alle anderen Fragen , die auf das Tapet gebracht wurden , nicht einmal ansatzweise behandelt haben |
