Mr President , I would like to echo Mr Lagendijk s praise of Mr Van der Stoel. I believe it is extremely important for the outside world to send positive vibes to Macedonia. That does not mean to say that the Macedonian people are not sufficiently alert themselves to be able to deliver something in this area. The former President , Mr Gligorov , was already a shining example of non - ethnic thinking , and the new President , too , has gained the trust of all groups of the population in Macedonia
Herr Präsident. Dem Lob von Joost Lagendijk an Max van der Stoel schließe ich mich gerne an. Ich halte es für außerordentlich wichtig , dass von der Außenwelt positive Einflüsse auf Mazedonien ausgehen. Nicht , dass die Mazedonier selbst nicht wachsam genug wären , um auf diesem Gebiet etwas leisten zu können. Bereits der vorherige Präsident , Gligorov , war diesbezüglich ein Beispiel für nichtethnisches Denken , und auch der neue Präsident hat das Vertrauen aller Bevölkerungsgruppen in Mazedonien
Mr President , I do not dispute the fact that the Rules of Procedure form the backbone of our sittings. Neither do I dispute the fact that an amendment to the Rules of Procedure is to be approved. But it was clear this week , having discussed this amendment extensively , that leading members from all groups were in favour of amending these Rules of Procedure now. It completely staggers me to think that political rearguard action has led to a situation where the largest group of this Parliament is now prepared to give out negative vibes to the outside world. We warned against this happening only this week. We said : please do not hide behind formal objections. Nobody has been able to prove that the formal objections will remain a reality after this amendment is adopted. Rumour now has it that there is no majority for this amendment itself. Well , I can tell you this much : we are repeating the same mistake we made in May. We gave bad vibes then too , namely that , despite all agreements , there continues to be a majority here in favour of maintaining a privileged situation
Herr Präsident , ich stelle nicht in Abrede , daß die Geschäftsordnung das Grundgesetz unseres Parlaments ist. Ebensowenig stelle ich in Abrede , daß einer Änderung der Geschäftsordnung zugestimmt werden muß. Bei der eingehenden Aussprache , die wir in dieser Woche über diese Änderung führten , haben jedoch maßgebliche Stimmen aus allen Fraktionen eindeutig dafür plädiert , die Geschäftsordnung jetzt zu ändern. Wenn politische Rückzugsgefechte bewirkt haben , daß die stärkste Fraktion in diesem Parlament nun bereit ist , der Außenwelt ein negatives Signal zu senden , ist das völlig unfaßbar. Wir haben in dieser Woche davor gewarnt und gebeten , man möge doch keine formalen Einwände vorschieben. Niemand konnte nämlich beweisen , daß bei Annahme dieser Änderung die formalen Einwände tatsächlich weiterbestehen. Jetzt heißt es , die Änderung selbst fände keine Mehrheit. Nun , ich versichere Ihnen , wir begehen hier den gleichen Fehler wie im Mai - damals haben wir ebenfalls ein negatives Zeichen gegeben - , daß hier nämlich , entgegen allen Vereinbarungen , nach wie vor eine Mehrheit eine Situation aufrechterhalten will , die durch Vorrechte und Privilegien gekennzeichnet ist. Mir sind diese Vereinbarungen heilig. Hoffentlich werden wir dieser Änderung zustimmen können
Madam President , I should like first of all to congratulate my honourable friend Mr Lagendijk on his well - documented report. It is a balanced and detailed piece of work which covers the issue objectively and gives an overall picture of the situation in the area and in the individual countries. It points out the particular conditions which prevail in each and evaluates the more specific data which document the various manifestations of their cooperation with the European Union.Within this framework , the report – correctly in my opinion – stresses the serious importance within the priorities of the European Union of preparing the countries of South - East Europe for future integration into the European structures. It stresses that the progress of each country , as far as its accession is concerned , will depend on the degree to which it meets the Copenhagen criteria and the terms of the stabilisation and association process.In fact , irrespective of the anticipated peculiarities that characterise the countries in question , the basic principle must remain that all are dealt with and judged in the same way when weighing their virtues and their shortcomings , as regards the possibility of full integration into the European family.I should also like to agree with the rapporteur that the hot potato in the area is the Kosovo regime , but I believe that any rushed decision or action must be avoided in order to first safeguard the necessary preconditions for smoothing out the situation , with respect for the rights of all interested parties and for the related United Nations resolutions and the principle of safeguarding the external borders of the countries in the area.Allow me to take this opportunity to refer to the particular subject touched on in paragraph 21 of the report and to expressly state that the European Parliament regrets the flagrantly unacceptable manner in which the recent local elections were conducted in Albania. Unfortunately , the sad irregularities and the blatant violation of democratic procedures and values which provoked this clear remark on the part of the rapporteur – with which my honourable friend Mrs Pack agreed on behalf of my political group – were repeated , to a more acute degree , with a plethora of clashes , acts of violence and undermining of the democratic morale of citizens and candidates in the repeat elections just three days ago.I want to hope that the Albanian authorities will understand the message which Parliament is sending them via the Lagendijk report and will strengthen their commitment to ensuring the smooth operation of democracy and the rule of law in their country , so that relations between Albania and the European Union and the successful completion of the stabilisation and association agreement are not adversely affected. These days , I am picking up vibes that , generally speaking , the educational level in the Western Balkan is dropping to a worrying level
– Frau Präsidentin. Es missfällt mir sehr , dass in dieser Entschließung die Zusammenarbeit mit dem Internationalen Strafgerichtshof für das Ehemalige Jugoslawien ICTY als eine der Voraussetzungen für das weitere Engagement der EU auf dem Westbalkan genannt wird. Diese Voraussetzung muss für Fortschritte bei den Assoziierungsabkommen gelten und nicht im Zusammenhang mit finanzieller Unterstützung. Ich werde morgen mit meinen Kollegen von der sozialdemokratischen Fraktion für eine entsprechende Änderung stimmen.Bei mehreren Zusammenkünften zwischen dem Europäischen Rat und ICTY - Chefanklägerin Carla Del Ponte wurde deutlich , dass diese Zusammenarbeit immer noch nicht gegeben ist , was die künftige Integration ernsthaft gefährdet. Ihren Angaben zufolge ist selbst die Zusammenarbeit in grundlegenden Punkten wie Zugang zu Dokumenten und Zeugen sowie Festnahmen und Überstellung von Flüchtigen noch immer nicht zufrieden stellend.In Serbien - Montenegro befindet sich weiterhin eine große Zahl von unter Anklage stehenden Kriegsverbrechern auf freiem Fuß , darunter der für den Völkermord von Srebrenica mit der Vernichtung von 7 000 Menschenleben verantwortliche Ratko Mladic.Besondere Sorge bereitet der Fall Kroatiens. Auch ich begrüße Kroatiens Streben nach Europa. Es dauert jedoch bis zu einem Jahr , bis Ersuchen um Unterstützung des Strafgerichtshofes bearbeitet werden , was überhaupt nicht hinnehmbar ist. Nehmen wir den Fall des Generals Ante Gotovina , der auf der Liste der vom ICTY Gesuchten ganz oben auf Position drei steht und für die Tötung von 150 serbischen Zivilisten sowie die Vertreibung von weiteren 150 000 im Jahr 1995 verantwortlich ist. Frau Del Ponte verfügt über Informationen , wonach er sich noch in Kroatien aufhält
