Yet , at the same time , we have to condemn intolerance and xenophobia and , especially , the unjustified expansion of hard feelings and stigmatization from a few individuals , who are on bad terms with the law , to an entire ethnic group or , more seriously , to an entire nation

Their development would make Roma social integration easier and on the other hand it would limit the stigmatization and discrimination against them. Consequently , I ask the Commission to inform us on the existence of such programmes and the implementation thereof , but especially on wether it intends to consider this issue when drawing up further European policies on Roma.Thank you and I hope that this debate would result into firm and concrete decisions to improve the European policies on Roma

Darum möchte ich die Kommission bitten , uns über derartige Programme und deren Umsetzung zu unterrichten , insbesondere jedoch darüber , ob sie beabsichtigt , dieser Frage bei der Planung künftiger Maßnahmen für die Roma Rechnung zu tragen.Ich danke Ihnen und hoffe , dass diese Aussprache zu verbindlichen und konkreten Entscheidungen zur Verbesserung der europäischen Politik für die Roma führt.Gestatten Sie mir daher , kurz auf Ihre Fragen konkret einzugehen und unsere Vorschläge für das Jahr 2008 darzulegen : Die Kommission wird in diesem Sommer eine Mitteilung über die überarbeitete Strategie zur Bekämpfung von Diskriminierung annehmen , eine Folgemaßnahme sozusagen zum Europäischen Jahr der Chancengleichheit für alle
I believe it is important to call for resources from the budget heading to be made available for innovative measures. Raising public awareness , communication measures , information and training are all important and necessary , if the further spread of AIDS is to be prevented. There must be support for methods of providing early diagnosis. Reinforcement of the health and social services sectors is also something that we can all support.Another very important point , in my opinion , is a study of solidarity instruments to improve the treatment of people affected by HIV in the poorest countries : we must support this measure , just as we must support medical cooperation and cooperative exchanges. The promotion of non - discrimination and action to combat stigmatization or the creation of ghettos are extremely important and must be supported if we are to help these people. A crucial reference is made to support for measures to curb the spread of AIDS - and particularly for prevention - and I should like to conclude with a practical proposal : the House has already made numerous suggestions concerning support for condom sales and marketing , and making condoms available free of charge. Another proposal was that a condom production facility should be set up in Africa. I should like to add the following suggestion : tourists arriving by air from the North to the South - and I mean all of them , male and female - should receive , at the airport where they land , a packet of condoms and a leaflet with information about the causes and effects of AIDS
Ich denke , die Mittel der Haushaltslinie für innovative Aktionen zur Verfügung zu stellen , ist eine wichtige Anforderung. Öffentlichkeitsarbeit , Kommunikationsaktionen , Information und Bildung sind wichtige Voraussetzungen für die Prävention einer weiteren Aidsverbreitung. Die Förderung der Methoden zur Früherkennung ist notwendig. Die Stärkung des Gesundheits - und Sozialbereichs , all dies können wir unterstützen.Eine Studie über Solidaritätsinstrumente zugunsten von HIV - infizierten Patienten in den am wenigsten zahlungsfähigen Ländern scheint mir ein ganz wesentlicher Punkt zu sein , den wir unterstützen müssen , ebenso die medizinische Kooperationsbereitschaft bzw. den Kooperationsaustausch. Die Förderung der Nichtdiskriminierung , die Bekämpfung der Stigmatisierung oder Ghettoisierung ist ein ganz wichtiger Punkt , den wir unterstützen müssen , um diesen Menschen zu helfen. Die Förderung von Aktionen zur Eindämmung - insbesondere die Prävention - ist ein wesentlicher Hinweis , und da möchte ich zum Schluß einen konkreten Vorschlag machen : Die Verkaufsförderung , die Vermarktung und den kostenlosen Bezug von Kondomen haben wir hier im Parlament schon häufiger angeregt. Es wurde auch angeregt , in Afrika eine Produktionsstätte für Kondome einzurichten. Ich möchte hinzufügen : Diejenigen Touristen , die vom Norden in den Süden fliegen , sollten - und zwar alle , ob männlich oder weiblich - an den Flughäfen ein Paket mit Kondomen und eine Informationsbrochüre über die Auswirkungen und die Ursachen von Aids bekommen
