Mr President , Commissioners , ladies and gentlemen , this is now at least the third time during this part - session - and it is still only Tuesday - that we have had to reproach the Council for the lack of follow - up to its forceful , media - oriented summit statement. Over and over again , the Council declares that the campaign for jobs is the main priority of the Union and its Member States , but when it comes to putting its money where its mouth is , it does nothing. After every summit , stillness reigns , whether with regard to the energy efficiency programmes , implementing and managing the structural and regional funds , or - as now - support for small and medium - sized enterprises. Each time , the Council is handed the opportunity to create jobs on a plate : it never takes that opportunity. SMEs are the main generators of employment , growth and competitiveness in the European Union. Over 70 % of all jobs are in small and medium - sized enterprises. In contrast to the Council , with its politics of lip - service , the European Parliament is looking to translate its political priorities into action. Indeed , last year , it raised the funding for budget line B5 - 322 , Employment and growth for Europe , by ECU 50 million to over ECU 57 m , because the programme for granting subsidies to SMEs for job - creating investment was successful and enjoyed a high level of support

Ein ums andere Mal erklärt er den Kampf für Beschäftigung als oberste Priorität für die Union und ihre Mitgliedstaaten , aber immer , wenn dann Butter bei die Fische soll , geschieht nichts. Nach allen Gipfeln ist Ruh' , ob es sich um die Energieeffizienzprogramme , die Umsetzung und den Umgang mit den Struktur - und Regionalfonds oder eben jetzt um die Unterstützung der kleinen und mittleren Unternehmen handelt. Jedesmal wird dem Rat die Chance zur Schaffung von Arbeitsplätzen auf dem silbernen Tablett serviert ; nie ergreift er sie. Kleine und mittlere Unternehmen sind der Motor von Beschäftigung , Wachstum und Wettbewerbsfähigkeit in der Europäischen Union. Über 70 % aller Arbeitsplätze in der Union sind in den KMU. Das Europäische Parlament will im Gegensatz zum Rat mit seiner Lippenbekenntnispolitik seine politischen Schwerpunkte auch umsetzen und hat deshalb schon im letzten Jahr die Mittel auf der Haushaltszeile B5 - 322 , Beschäftigung und Wachstum für Europa , um 50 Millionen ECU auf über 57 Millionen angehoben , und zwar deshalb , weil das Programm zur Gewährung von Subventionen an KMU für arbeitsplatzschaffende Investitionen erfolgreich war und sich hoher Akzeptanz erfreute
