Mr President , this topic always raises fairly schematic and sometimes radical positions. I believe that , once again , Parliament , just like the Community institutions in general , risks losing an opportunity to assume a balanced attitude in which , while trying to face serious problems such as the health of the European citizens , it is also trying to understand the social and economic implications of the acts to be decided on

Das Europäische Parlament läuft meines Erachtens - wie die europäischen Institutionen allgemein - erneut Gefahr , eine Gelegenheit zu einem ausgewogenen Standpunkt zu verpassen , nämlich nicht nur zu versuchen , ernste Probleme wie die Gesundheit der europäischen Bürger zu behandeln , sondern gleichzeitig auch die sozialen und wirtschaftlichen Folgen der zu beschließenden Maßnahmen zu erfassen

Herr Präsident , verehrte Kolleginnen und Kollegen. Es muss wirklich gesagt werden , dass die Regierungen endlich begriffen haben , dass der Stabilitätspakt nicht als Bremse oder gar als Hindernis für das Wirtschaftswachstum wirken muss.Die Ergebnisse der Tagung des Europäischen Rates in Brüssel haben die Notwendigkeit einer flexibleren Gestaltung der Regeln verdeutlicht , die die Wirtschaft durch eine zu starre und schematische , letztendlich die Entwicklung vieler Mitgliedstaaten hemmende Auslegung des Stabilitätspakts paralysieren
But although we cannot go into a schematic analysis here , I must make a comment in this context : the Common Agricultural Policy and the World Trade Organisation are increasingly promoting the search for aggressive competitiveness as a fundamental principle , which worries me greatly because this type of official approval of competitiveness , above all else , will surely lead to practices presenting risks , such as the use of hormones or antibiotics for example , amongst the raw materials used in animal feedingstuffs. For the European Union , the precautionary principle in defence of consumer health should take precedence in these cases
Aber auch wenn man keine schematischen Analysen vornehmen sollte , kann ich mir in diesem Zusammenhang eine Bemerkung nicht versagen : Die Gemeinsame Agrarpolitik und die Welthandelsorganisation erstreben immer nachdrücklicher eine verstärkte Wettbewerbsfähigkeit als grundlegendes Element , eine Sache , die mir als höchst besorgniserregend erscheint , weil diese Art der Anbetung der Wettbewerbsfähigkeit vor allem anderen mit Sicherheit zu Risikopraktiken führt , wie der Verwendung von Hormonen oder Antibiotika , beispielsweise in den Rohstoffen für die Tierernährung. In der Europäischen Union muß in diesen Fällen für den Gesundheitsschutz der Verbraucher das Vorsichtsprinzip Vorrang haben
