In my opinion , Mr Barroso is a capable politician , a politician who can find new solutions and a politician who will shake up EU structures which have become rusty around the edges , particularly in economic terms

Alas , we are keeping these valuable tools hidden away in our institutional cupboard where they are in danger of getting rusty. Most if not all of us are agreed on the democratic role that political parties should play in Europe , but I think we should also agree that they have not been playing this role as yet

Whether it is right is a different issue.On the other two issues of the financial perspectives and the budgetary procedure , it really is a step too far. To take such action would neuter this Parliament. There would be no need for a Budgets Committee if this were agreed at the IGC. Quite frankly , we would be castrated with a pair of rusty scissors. We do not need this type of so - called dominance from the Council.Parliament has given a lot in trying to get an agreement at the Convention and the Council also claims that it has done the same
In den anderen beiden Fragen in Bezug auf die Finanzielle Vorausschau und das Haushaltsverfahren geht er wirklich einen Schritt zu weit. Ein solches Vorgehen würde dieses Parlament neutralisieren. Ein Haushaltsausschuss wäre nicht mehr notwendig , sollte dies auf der Regierungskonferenz vereinbart werden. Wir würden doch geradezu mit einer rostigen Schere kastriert werden. Wir brauchen diese Art so genannter „Dominanz“ des Rates nicht.Das Parlament hat viel gegeben , um eine Einigung im Konvent zu erzielen – und der Rat behauptet , das Gleiche getan zu haben. Aber eine Sache , die wir gegeben haben , ist die Zustimmung zur Verankerung der Finanziellen Vorausschau im Verfassungsvertrag
