Das ist Stigmatisierung , das halte ich nicht für richtig.Ich bin ein leidenschaftlicher Anhänger von freiwilligen Vereinbarungen. Wenn es Mitgliedsländer gibt , die ihre Altautobeseitigung nach den Zielen der europäischen Richtlinien erfüllen , dann sollten wir um Gottes Willen , wenn sie dann kontrollierbar sind , den Ländern auch die Möglichkeit geben , freiwillige Vereinbarungen durchzuhalten. Vorschriften von oben sind immer der zweitbeste Weg. Grundsätzlich und theoretisch konnte Somalia also keine Hilfe seitens der Europäischen Union beanspruchen
