| Mr President , Madam Commissioner , the European Convention on Human Rights with the protocol abolishing the death penalty belongs to the legal bases of the European Union. The EU is therefore obliged to raise its voice in the international dialogue calling for this penalty to be abolished. I endorse what the previous speakers have said , that this House should unanimously support and enact the concrete measures proposed. We must do everything to ensure that the death penalty , which is an archaic remnant from the times of sacral law , disappears from our legal system , which is based on human rights and hence cannot tolerate a type of punishment which eliminates the human being as a legal entity. We are , in fact , the strongest force in the world driving the question of capital punishment , which is greatly to our credit | Herr Präsident , der große Schweizer Nationalökonom Felix Somari hat in seinem Buch Krise und Zukunft der Demokratie folgendes gesagt : Auf einen Mehrfachmörder die Todesstrafe anzuwenden , bedeutet , nur den ersten Mord zu sühnen. Alle weiteren Morde sind straffrei. Dies war eines einer ganzen Reihe seiner Argumente gegen die Todesstrafe. Eines zeigt sich hier für mich ganz klar : Die Todesstrafe ist neben allen berechtigten moralischen Bedenken eigentlich nur eine Verniedlichung des Verbrechens , für welches diese Strafe meist verhängt wird. Eine echte lebenslängliche Haftstrafe ist in den meisten Fällen sicherlich die humanere Lösung , aber auch die schwerere Strafe |
