So what with independence and subsidiarity , central bankers have managed to acquire rights and powers unmatched even by the divine right of kings. And they are supposed to be serving democratic regimes. It is a dangerous situation - how dangerous is clear from what has happened in the last few days - and of course it is unacceptable. The weapon we will be putting into the hands of the Central Bank to enable it to exercise control and impose discipline is quite inadequate , because we are dealing with a procedural decision - which we must of course adopt , which is certainly excellent from the technical standpoint , as shown by the fact that not a single amendment has been tabled - and your rapporteur's opinion is that we should approve it and commend the quality of the work
Wer kontrolliert die Zentralbank von Italien. Die italienischen Behörden. Die Bank könnte diesen entgegenhalten , sie sei ja unabhängig. Wir haben die Zentralbanken unabhängig gemacht. Etwa das Europäische System der Zentralbanken. Dem könnte sie das Subsidiaritätsprinzip entgegenhalten. So , Herr Präsident , haben es die Zentralbanken zwischen Unabhängigkeit und Subsidiaritätsprinzip geschafft , Rechte und eine Macht zu erwerben , die nicht einmal ein von Gott gesandter Monarch hatte. Und dabei dienen sie doch angeblich demokratischen Regimes. Das ist eine gefährliche und unannehmbare Situation - wie gefährlich , wird daran deutlich , was in diesen Tagen geschieht. Die Waffe , die wir heute der Zentralbank an die Hand geben , um Kontrolle auszuüben und Disziplin durchzusetzen , ist völlig unzulänglich , denn wir haben es hier mit einer Entscheidung verfahrensrechtlichen Charakters zu tun , der wir natürlich unsere Stimme geben sollten und die in technischer Hinsicht sicher ganz ausgezeichnet ist , wofür auch die Tatsache spricht , daß kein einziger Änderungsantrag eingereicht wurde , und der Berichterstatter ist der Meinung , daß wir den Vorschlag billigen und die Qualität der Arbeit loben sollten
