The reinterpretation of the Basic Law by the Standing Committee of the National People's Congress during the right - of - abode case is still fresh in many people's minds. There must not be a repeat of this with regard to Article 23 issues.I would ask the Hong Kong authorities to take note of this debate , to take note of this resolution , especially our request for the publication of a draft bill which should be subject to further consultation
Die Neuinterpretation des Grundgesetzes durch den Ständigen Ausschuss des Nationalen Volkskongresses im Fall des Aufenthaltsrechts ist vielen Menschen noch in frischer Erinnerung. Das darf sich bei den Problemen im Zusammenhang mit Artikel 23 nicht wiederholen.Ich ersuche die Behörden Hongkongs , diese Debatte , diese Entschließung zur Kenntnis zu nehmen , insbesondere unsere Aufforderung zur Veröffentlichung eines Gesetzesentwurfs , der Gegenstand weiterer Beratung sein sollte
Mr President , I would not impugn anyone in what I have to say. I feel the House was out of control for several minutes. That is not an acceptable situation. I would like you to reconsider your reinterpretation of the rule issued by the Quaestors. That is what is causing the difficulties. I would like to suggest that recorded votes during that disturbance should not count in the Bureau's bureaucratic system. How does one know when the votes are on. We were discussing the Cornelissen report which is an extremely important one
Herr Präsident , mit meiner jetzigen Bemerkung möchte ich niemandem zu nahe treten. Meiner Meinung nach war das Parlament einige Minuten lang außer Kontrolle. Eine solche Situation ist nicht hinnehmbar. Ich möchte Sie bitten , Ihre Auslegung der von den Quästoren veröffentlichten Bestimmungen zu überdenken. Darin liegt nämlich der Grund für die Schwierigkeiten. Ich möchte anregen , daß Abstimmungen , bei denen eine solche Unruhe im Plenum herrscht , vom Vorsitz formal nicht berücksichtigt werden sollten. Woher soll man denn wissen , wann man abstimmen soll. Daher werden die Bestimmungen der Geschäftsordnung von Ihnen nicht richtig angewandt
