Our group appreciates the views expressed by Mr Alber and lays particular emphasis on how important it is that the preeminence of community law , as requested by the rapporteur , was sanctioned by the Treaty of Rome and that this treaty clearly defined the relationship between international law and European law

I am thinking especially of proposals to end the rotating presidency of the European Council , to elect a president according to rules which give preeminence to the larger countries , to end the practice of each country having a Commissioner , and to extend qualified majority voting at the expense of the right of veto

It will find its natural dimensions when it has encompassed the whole of the European continent. But let me restate that European integration corresponds primarily to the preeminence of politics and culture over economics and technology. Instead of which I note that the injunctions of the Commission relate primarily to privatization of the economy , running the risk of losing any idea of common interest along with public services. I also see that , in terms of the candidate countries already convinced by the most mediocre aspects of the American way of life , accession is being considered as a promise of material advantage and increased consumption. If the great and wonderful project of a European Union finally reconciled with its history and its geography has to be thus reduced to some kind of continental supermarket , I fear that public opinion in the candidate countries , an opinion which was for a long time oppressed , especially in terms of its expression of national identity , will bring to light real doubts regarding their interest in joining Europe and that this scepticism will also gain ground in western Europe
Dieses Projekt wird , wenn es sich auf den gesamten europäischen Kontinent erstreckt , damit auch seine naturgegebene Dimension erlangen. Eines jedoch möchte ich nochmals betonen : Europäische Integration heißt zunächst , daß Politik und Kultur über der Wirtschaft und Technik stehen. Bei den Empfehlungen der Kommission stelle ich jedoch heute fest , daß es hierbei in erster Linie um die Privatisierung der Wirtschaft geht und damit die Gefahr besteht , daß gleichzeitig mit dem öffentlichen Dienst auch jegliche Idee der Daseinsvorsorge und des Gemeinwohls verschwinden , und ich sehe bei den beitrittswilligen Ländern , die sich bereits von den mittelmäßigsten Aspekten des american way of life einnehmen ließen , daß der Beitritt mit der Verheißung materieller Vorteile und rauschendem Konsum identifiziert wird. Wenn das großartige und phantastische Projekt einer endlich mit ihrer Geschichte und Geographie wiederversöhnten Europäischen Union auf diese Weise lediglich in einer Art kontinentalem Supermarkt bestehen sollte , so fürchte ich , daß bei der öffentlichen Meinung in den beitrittswilligen Ländern , die lange Zeit unterdrückt wurde , insbesondere was den Ausdruck ihrer nationalen Identität betrifft , echte Zweifel darüber aufkommen werden , ob eine Zugehörigkeit zur Europäischen Union für sie von Interesse sein wird , und daß eine solche Skepsis auch Westeuropa erfassen könnte
