I find it entirely objectionable that the Greens demonstrated noisily in this House yesterday about East Timor. It seems to me that they are insensitive to the reality of how this House feels about the issue of East Timor , and I wish and I hope that you will insist on people not doing that kind of thing in the future. I might remind the Greens that the German Greens are the least interested in the issue of East Timor. I do not want to make a political statement , but the idea of demonstrating as they did yesterday I find disgusting , to say the very least. It is because , as I am President - in - Office , and because my attitude is always to be the last of the Mohicans , I have taken the decision to represent the Commission for the whole week , with the aim of making things easier for our new colleagues who will be meeting next Wednesday
Ich halte die lautstarke Demonstration , die von den Grünen gestern hier im Plenum zur Lage in Ost - Timor für veranstaltet wurde , für unannehmbar. Ganz offensichtlich wollen sie die tatsächliche Haltung dieses Hauses zur Situation in Ost - Timor nicht zur Kenntnis nehmen , und ich hoffe sehr , Sie werden dafür sorgen , daß sich so etwas nicht wiederholt. Ich möchte die Grünen daran erinnern , daß gerade die Grünen in Deutschland nicht sonderlich an den Problemen in Ost - Timor interessiert sind. Ich will hier keine politische Erklärung abgeben , aber die gestrige Demonstration war , um es milde auszudrücken , doch widerlich. Denn der AStV muß in Brüssel versammelt werden
Mr President , I welcome the opportunity to speak on this important framework directive even though I would have appreciated a few weeks maybe until the January plenary session to have a proper dialogue with all the parties involved as that would have made for sounder legislation in the end. Nonetheless I welcome the framework directive and certainly , before the specific points contained in Amendment No 36 and others were introduced , it would have been welcome all round this House.This is the first directive that deals with ambient noise as distinct from noise from a particular common source and that is to be welcomed. We all know the health hazards that noise brings to all our lives. It is an increasing hazard and how we go about handling it will be a measure of how successful we are. We cannot bounce people or communities or industries into specific standards without proper dialogue and consultation.Could I also ask whether the Commission could refer to the business impact assessment , which I am assuming they carried out on this proposal as is required under the Treaty. I would like to know what the bottom line actually was. I would fully support the need to harmonise noise indicators and assessment methods ; the whole area of noise maps ; the drawing up of action plans to reduce noise and protect quiet areas as appropriate and to broaden the whole scope for information to the public. I would also hope that when we get to a daughter directive , rather than this framework directive , in which we have the specific standards for an EU - wide playing field that the terrain and conditions and demography in each area will be taken into account and we will have time to debate that properly.That is what we should be doing and how we should be handling it. For example , Amendment No 36 cites average measurements particularly in relation to night - time but one aircraft in the eight hours of night - time could come in so loudly and so noisily that it could wake the entire neighbourhood and yet comply with what is required by Amendment No 36. That is not what we want. It is not averages , it is specifics. We needed more time and I regret we did not have it even though I generally support the framework directive.At the end of the day , it is not so much a matter of the wishes we might have but rather of the wishes we manage to turn into policies
Ich möchte dem Berichterstatter ; Herrn De Roo , für seine Arbeit danken. Umgebungslärm beeinträchtigt die Gesundheit und die Lebensqualität von mindestens 25 % der Bevölkerung der EU. Er verursacht Krankheiten wie Stress und erhöhten Blutdruck und führt zur Verringerung der Lernfähigkeit bei Kindern. Der Fluglärm erregt zurzeit in Europa wahrscheinlich das größte Aufsehen , während Straßenverkehrslärm und Lärmquellen wie Eisenbahnzüge und Baustellen gewöhnlich örtlich das größte Problem darstellen.Was sollten wir unternehmen , um dieses immer gravierendere Problem zu lösen. Es war verlockend , diese und andere Richtlinien dafür zu nutzen , um möglichst umgehend neue EU - Grenzwerte für Lärm festzulegen. Dies mag vielleicht eine logisch erscheinende Möglichkeit zur Verringerung des Lärmpegels sein , es wäre aber aus zwei Hauptgründen verfrüht , neue Grenzwerte auf diese Art und Weise festzulegen. Erstens , weil wir bereits Rechtsvorschriften haben , in denen für viele Straßenfahrzeugtypen und von zur Verwendung im Freien vorgesehenen Geräten und Maschinen die Grenzwerte festgelegt sind. Es wäre einfacher und schneller , die Lärmstandards in bereits vorhandenen Rechtsvorschriften zu verschärfen , als neue Einzelrichtlinien einzuführen. Wir werden uns überlegen , wie die Normpegel aussehen müssen , nachdem wir die strategischen Lärmkarten ausgewertet haben.Zweitens nutzt dieser Vorschlag einen neuen Ansatz zur Bewertung der Gesamtlärmsituation in Europa , was die Anzahl der vom Lärm gestörten Personen betrifft. Da wir aber so viele unterschiedliche Indizes und Bewertungsmethoden verwenden , ist es momentan unmöglich , genaue Angaben zur Lärmsituation in den verschiedenen Mitgliedstaaten zu machen. Der Lärm im Umfeld von Flughäfen ist ein besonderes Problem. Aufgrund der wirtschaftlichen Konkurrenzsituation zwischen den Flughäfen und zwischen den Flugzeugherstellern war es nicht möglich , korrekte und bestätigte Angaben zu den Geräuschpegeln zu erhalten. Der Tag , an dem vergleichbare Informationen über den Lärm im Umfeld von Flughäfen vorliegen , wird uns einen großen Schritt nach vorn gebracht haben. Die Kommission wird daher die Änderungsanträge zur Einführung der Grenzwerte zu diesem Zeitpunkt nicht unterstützen können
