Furthermore , studies on carbon levels and gas circulation in peatlands have come out in recent years and their results show it would be desirable to have a re - evaluation of peat fuel emissions which took account of gas levels in bogs as a whole.When we speak of peat it is worth reminding ourselves of scale. The area devoted to energy use is very small compared to the areas of marshland used in forestry and agriculture. The peat harvest accounts for less than one per mil of the total area of northern peatlands. Nevertheless , the economic exploitation of peat is important in those areas where there is a lot of marshland. For example , in Finland we use less than half the annual growth of peat each year. We therefore do not touch the capital , because the interest is enough to get by on

It was said that biomass shall mean the biodegradable fraction of products from agriculture , forestry and related industries. Although Parliament has unfortunately not reproduced the definition we agreed on last time , according to which peat should count among the renewables , inasmuch as it regenerates each year , I would like to state that peat should be implicitly included in the version now agreed. Every gardener knows that peat is a biodegradable product. It breaks down entirely - obviously , as it is generated biologically. Bacteria and microbes cause it to decompose if it is taken away from its oxygen - free state. It also decomposes on the surface of marshland. This is what the theory of peat growth is based upon : marshland grows where there is more peat growing than decomposing. As these are the facts , and they are not going to change , I hope that Parliament , the Commission and the Council will make the implicit explicit and make clear mention of peat in the future. This I hope for in the name of environmental protection.In my own amendment , adopted by Parliament in November , restrictions were imposed on the use of peat : the capital would not be touched , but just the interest would be used

Jeder Gärtner weiß nämlich , dass Torf ein biologisch abbaubarer Stoff ist. Er wird vollständig abgebaut , was selbstverständlich ist , da er schließlich auch auf biologischem Wege entstanden ist. Er zerfällt durch die Einwirkung von Bakterien und Mikroben , sobald er aus seiner sauerstofffreien Umgebung herausgelöst wird. Er zerfällt auch an der Oberfläche von Mooren. Auf diese Tatsache stützt sich im Übrigen auch die Theorie über die Entstehung von Torf : Danach wachsen jene Moore , in denen mehr Torf entsteht , als abgebaut wird. Wenn die Fakten derart sind , und sie werden sich auch nicht ändern , dann würde ich mir wünschen , dass Parlament , Kommission und Rat aus der impliziten eine explizite Nennung machen und den Torf künftig ausdrücklich als erneuerbare Energiequelle mit aufführen
Mr President , after congratulating the rapporteur on his excellent work of course , the first thing I must mention , on behalf of the Socialist Group , is that the coastal wetlands are disappearing from our European shores or receding dramatically and the only way to protect and look after this very fragile common heritage is through Community cooperation and solidarity. So there is an urgent need to draw up a plan for the sustainable and integrated development of our coastlines , as announced and promised in the Fifth Action Programme.In its day , CORINE was enormously effective in providing comparative data based on comparable criteria for selected wetlands making it possible to assess the position precisely. So although the Commission's text is adequate and necessary given that the conservation of these fragile ecosystems requires evaluation and management of the shoreline which takes account of the interdependence of wetlands , as highlighted by migrating birds , it is still not enough.Mr President , Madam Commissioner , the dramatic transformation resulting from physical and chemical disturbances , polders , drainage , drought , agricultural desiccation , tourism - I am sorry Mr Cornelissen is not here - water contamination , etc. , due to misconceived development , which also , if I may say so , contravenes the Treaty on Union , are causing the destruction of these beautiful wetlands and hence seriously threatening our migrating birds through the habitat they frequent , their breeding grounds and their wintering and rest areas.We must not repeat the terrible human destruction that caused the tragic silent spring so well described by Rachel Carson years back. Please let us fulfil the Fifth Action Programme in one go.However , our committee particularly stressed the need , before defining any instruments for the management and conservation of wetlands , to involve those who manage them ; marshland syndicates and associations , fishermen , fish and shellfish farmers , farmers , landowners , hunters and other wetland users
Herr Präsident , ich möchte die Kollegin Kokkola zu ihrem Bericht beglückwünschen und sie nachhaltig unterstützen und zugleich auf die dringende Notwendigkeit hinweisen , Maßnahmen zur Erhaltung unserer Feuchtgebiete zu treffen , indem ich mich zu den Sumpfgebieten an der äußeren Themse in meinem Wahlkreis im Vereinigten Königreich äußere. Die Sumpfgebiete West Canvey , Bowers , Pitsea , Fobbing und Mucking stellen insgesamt ein großes zusammenhängendes Feuchtgebiet von mehr als 1000 Hektar dar. Sie bieten großen Schwärmen von Wintervögeln eine Heimat , darunter etwa 300 bis 400 schwarzschwänzigen Uhlschnepfen , und stellen einen Lebensraum für seltene Pflanzen wie den kleinsten Salat dar ; es ist einer von nur zwei Plätzen im Vereinigten Königreich. Seltene Brackinsekten leben in den unzähligen Gräben und Bächen , die hinsichtlich ihrer Bedeutung im ganzen Land nur mit den Somerset - Ebenen vergleichbar sind. Innerhalb von 50 Jahren ging jedoch über die Hälfte dieser seltenen Feuchtgebiete verloren. Die Landwirtschaft hat Weidesumpfland zerstört , während der unerbittliche Anstieg des Meeresspiegels die Lebensräume zwischen den Gezeiten beseitigt.In der Nähe gelegene Abfalldeponien können jetzt wirtschaftlich zur Bewirtschaftung der Feuchtgebiete beitragen , aber seit langem fertiggestellte Plätze wie Westwick at Canvey bleiben ein Umweltfrevel , während Sickerflüssigkeit und Schädlingsbekämpfungsmittel aus landwirtschaftlicher Nutzung eine stets gegenwärtige Bedrohung der Wasserqualität darstellen.In den letzten 15 Jahren haben die Kommunalbehörden Maßnahmen ergriffen , um die Zerstörung aufzuhalten , aber sie verfügen nicht über die Mittel , um mehr zu tun. Vielleicht weil die Feuchtgebiete nicht ins Bewußtsein der Öffentlichkeit gedrungen sind und keine Unterstützung durch sie erhalten , ist der offizielle Status als Stätte von besonderem wissenschaftlichen Interesse nie offiziell angestrebt worden
