We need a dramatically strengthened and improved infrastructure. In very many areas in this regard , we are still limping along behind.Finally , research too. We are discussing minimum amounts for research here. Having new and efficient products , however , is precisely what the consumer values. This is where we also need a new culture at European level. In the European social partnership - and here I should like to support Hans - Peter Martin - we need new emphases which permit a win - win situation arising for all three types of participant : namely for companies , employees and consumers

Mr President , the Stability and Growth Pact was introduced to safeguard the euro as a strong currency , but , in view of Europe's generally poor economic position and high rate of unemployment , it should be permissible to rethink or refine the stability criteria for the precise reason that this will keep the euro strong. A currency is as strong as its economy. If the economy is limping along , the currency will be weakened in the long term. The high level of tax in Europe weakens the economy and is not leaving private citizens enough room to manoeuvre or enough disposable income to boost consumer spending
Herr Präsident. Der Stabilitätspakt wurde eingeführt , um den Euro als starke Währung abzusichern. Angesichts der schlechten allgemeinen europäischen Wirtschaftslage und der hohen Arbeitslosenrate sollte man aber die Stabilitätskriterien überdenken bzw. verfeinern dürfen - gerade um den Euro als starke Währung abzusichern. Eine Währung ist so stark wie ihre Wirtschaft. Lahmt die Wirtschaft , schwächelt auf lange Sicht auch die Währung. Das hohe europäische Steuerniveau schwächt die Wirtschaft und lässt den Privaten nicht genug Spielraum bzw. nicht genug verfügbares Einkommen , um den Konsum anzukurbeln. Zu viel Geld fließt auch in den übermäßig aufgeblasenen Beamtenapparat. Dies ist zu ändern
That means that , in future , individual Member States will not need to repeat the entire procedure and everything will be taken care of by this standard agency in the European Union.A third point also needs highlighting. We are creating an agency which is a very similar institution to the agency which already exists in America. We all know that the FIA has quite a lot of clout - even worldwide - because it represents a nation which is a strong economic power. We Europeans are obviously limping along behind because individual nation states have less influence than a closed unit , i.e. an institution which represents all the Member States. That is why I think that this is a step in the right direction
Das heißt , zukünftig werden nicht einzelne Mitgliedstaaten all das noch einmal wiederholen müssen , was andere bereits getan haben , sondern es gibt dafür eine einheitliche Stelle in der Europäischen Union , eben diese Agentur.Den dritten Punkt möchte ich ebenfalls sehr deutlich hervorheben. Wir schaffen damit eine annähernd vergleichbare Institution , wie die Amerikaner sie bereits haben. Wir alle wissen , dass die FAA relativ großen Einfluss - sogar weltweit - hat , weil sie eben eine Nation vertritt , die eine starke Wirtschaftsmacht ist. Wir als Europäer hinken natürlich hinterher , denn wenn die einzelnen Nationalstaaten auftreten , ist das nicht so eindrucksvoll , wie wenn eine geschlossene Einheit auftritt , das heißt , eine von allen Mitgliedstaaten getragene Institution. Von daher glaube ich , ist das der richtige Schritt in die richtige Richtung
