But we should add , and this is much worse , that the entire political significance of the Barcelona process has lost considerable importance because of the fact that the peace process had reached a deadlock , since it was always seen more in line with the peace process , and moreover as the result of a lack of political input at ministerial level. Since the declaration of Barcelona there has really been no further decisive political input on a ministerial level. It is sad to note that we are jogging along the bilateral channels whilst the regional dimension , which was a much - wanted extra addition , is not coming into its own at all

European security and defence have taken a step forward with the appointment of the person responsible for the CFSP. These steps perhaps demonstrate that foreign and security policy , in the aftermath of the Kosovo affair , continue to be the Achilles heel of Community construction and still have a long way to go.Finally , the European Employment Pact has also been given a great boost - with the implementation of the conclusions of the European Council of Luxembourg.The outgoing Commission therefore congratulates the German Presidency. We believe it has been a very good Presidency. Very difficult problems have been resolved. This is all due , with no doubt whatsoever , to the talent , efficiency and intelligence of Mr Fischer , the Foreign Minister , with whom I have been very impressed , and I promise him that , in my new life , when I return to Spain , I will go jogging and eat bananas
Mit der Benennung eines Verantwortlichen für die GASP sind wir im Bereich europäische Sicherheit und Verteidigung vorangekommen. Es sind Schritte , die deutlich machen , daß die Außen - und Sicherheitspolitik nach dem Kosovokonflikt möglicherweise auch weiterhin die Achillesferse des europäischen Aufbaus ist und daß noch viel zu tun bleibt.Schließlich gab es durch die Umsetzung der Schlußfolgerungen des Europäischen Rats von Luxemburg neue Impulse für den Europäischen Beschäftigungspakt.Somit kann die scheidende Kommission der deutschen Präsidentschaft gratulieren. Wir glauben , daß es eine sehr gute Präsidentschaft war. Sehr schwierige Probleme sind gelöst worden. Und das alles haben wir ohne jeden Zweifel dem Talent , der Effizienz und der Intelligenz von Außenminister Fischer zu verdanken , der mich tief beeindruckt hat. Ich verspreche ihm , daß ich in meinem neuen Leben nach meiner Rückkehr nach Spanien joggen und Bananen essen werde
It did not believe that national laws were working well or had kept up with technological developments. The Commission also wished to limit the extensive pirate copying of CDs and CD - ROMs. In its original form , the proposal meant that a consumer who had bought a CD could not copy it on to tape in order to be able to listen to the music while he was out jogging. Furthermore , the Commission's original proposal for a directive ignored the fact that a number of public service stations would have problems if they wished to use CDs as background music for TV broadcasts , and that the visually impaired and people with reading difficulties would not be able to enjoy special offers from libraries. Special offers made available by public institutions to the handicapped will not be affected by the proposal. In the light of this , the Danish Social Democrats have endorsed an amendment which ensures that special national schemes will not conflict with EU law

Ursprünglich bedeutete der Vorschlag , daß ein Verbraucher eine gekaufte CD nicht auf ein Band überspielen darf , um es beim Joggen hören zu können. Der ursprüngliche Richtlinienentwurf hatte auch nicht berücksichtigt , daß eine ganze Reihe öffentlich - rechtlicher Anstalten Probleme bekommen würden , wenn sie CDs als Hintergrundmusik in Fernsehsendungen einsetzen , und daß sehbehinderte Personen keine besonderen Dienstleistungen in Bibliotheken würden wahrnehmen können. Sonderleistungen öffentlicher Institutionen für Behinderte werden von den Vorschriften ausgenommen. In diesem Zusammenhang haben die dänischen Sozialdemokraten einen Änderungsantrag unterstützt , durch den sichergestellt wird , daß nationale Sondervorschriften nicht gegen EU - Rechtsnormen verstoßen.Auf diese Weise konnte ein ausgewogenes Urheberrechtsgesetz entworfen werden , welches das Recht der Produzenten auf ihre eigene Produktion ebenso absichert wie die Interessen der Fernseh - und Hörfunksender und der Verbraucher
