He was a determined and skilful Member of the Commission , a bit like a steam train , and occasionally in debates he would slap us MEPs like cod on a jetty , but what of that. What is most important is that this sort of thing does not spread to the civil service or gain popularity there. The impartial nature of our administration is the most important issue for all of us here and in the Commission. There is a real need to reform the bureaucratic machinery of the European institutions , and an end must be made to these sorts of cliques
Herr Präsident. Das ist das traurige Ende einer großen Karriere. Herr Bangemann war doch ein zielstrebiges und kompetentes Mitglied der Kommission , wie eine Lokomotive. Manchmal ist er mit uns Parlamentariern in den Debatten richtig rücksichtslos umgegangen , aber was macht das schon. Entscheidend ist , daß dieses Beispiel bei den Beamten nicht Schule macht oder sogar mehr Zustimmung findet. Die Unparteilichkeit unserer Verwaltung ist für uns alle hier und in der Kommission von größter Bedeutung. Eine Reform der europäischen Institutionen ist in der Tat unerläßlich , und eine derartige Cliquenwirtschaft muß ein Ende haben
This study should provide key elements for shaping , in coordination with Member States , the Union’s future debt policy. The Commission expects to be able to share with Parliament the results of this study by early next year.I would add that the complexity of doing something with multilateral debt is much larger and makes anything there much more difficult politically in terms of burden sharing internationally , compared to the handling of bilateral debt. Most donor countries that take their responsibility as a donor partner seriously have in fact more or less cancelled all the outstanding bilateral debt. For the Commission it is important to note that our share of all this as a creditor is very limited , basically because we are a grant donor and do not lend money to our partners. Anhand der Ergebnisse der Studie sollte es uns in Abstimmung mit den Mitgliedstaaten möglich sein , die künftige Schuldenpolitik der Union zu gestalten. Die Kommission geht davon aus , dass sie das Parlament Anfang nächsten Jahres über die Ergebnisse der Studie informieren kann.Hinzufügen möchte ich noch , dass multilaterale Schulden im Vergleich zum Umgang mit bilateralen Schulden weit komplexere Maßnahmen erfordern und die internationale Lastenverteilung auch in politischer Hinsicht wesentlich problematischer ist. Die Mehrzahl der Geberländer , die ihre Verantwortung als Geber ernst nehmen , haben sämtliche noch offenen bilateralen Schulden mehr oder weniger erlassen. Im Hinblick auf die Kommission muss noch angemerkt werden , dass unser Anteil als Gläubiger sehr begrenzt ist , und zwar im Wesentlichen deshalb , weil wir Zuschüsse bereitstellen und unseren Partnern kein Geld leihen. Hat die Kommission den Mitgliedstaaten bestätigt , dass Israels Zollbehörden nicht zwischen in Siedlungen erfolgter Produktion und im Hoheitsgebiet des Staates Israel erfolgter Produktion unterscheiden , wenn Ursprungsnachweise ausgestellt werden
