I say this because the judgement of the Court of First Instance of 6 April 2006 in the IRELA Affair , which demands that the Commission pay compensation to a civil servant and which roundly condemns the investigation carried out by OLAF , requires that we reflect and react in a profound and radical manner in order to ensure that the revised Regulation on OLAF investigations , which is being prepared for presentation , irrefutably and clearly guarantees the independence of the control of the legality of the investigations carried out and , above all , maximum respect for the fundamental rights of the people investigated , in full application of the principle of prevention
Ich sage das , weil uns das Urteil des Gerichts erster Instanz vom 6. April 2006 zur IRELA - Affäre , und durch das die von OLAF durchgeführte Untersuchung entschieden verurteilt wird , vor die Notwendigkeit stellt , nachzudenken und unmissverständlich und konsequent zu reagieren , um zu gewährleisten , dass die überarbeitete Verordnung zu den Untersuchungen von OLAF , die gerade zur Vorlage vorbereitet wird , unwiderlegbar und eindeutig die Unabhängigkeit der Kontrolle der Rechtmäßigkeit der laufenden Untersuchungen und vor allem die Einhaltung der Grundrechte der einer Untersuchung unterworfenen Personen garantiert , und dass das Präventionsprinzip voll zur Anwendung kommt

Italy is even more dependent in the energy field , as Enea and Istat data irrefutably confirm. Italy has an energy production capacity of only approximately 30 million tonnes of oil equivalent and has to import energy from abroad , and its dependency has grown to about 85% in 2005 as against 83% in 2001 and 81% in 1995.Within the European Union , only Ireland , Luxembourg and Portugal are more energy - dependent than Italy. Italy’s energy needs are therefore strongly dependent on oil , which comprises 45% , and gas , comprising 32%
