Mr President , noise pollution is , of course , a reality. Furthermore it is increasing in most countries of the European Union. It is aggressive not only to the hearing but also to the whole nervous system of citizens and in many cases it alters not only the personality , through reactions such as irritability and insomnia , but it also produces pain in the auditory system.I come from a southern country and to tell you the truth I have very often thought : Who could silence that lawnmower next door
Herr Präsident , selbstverständlich ist die Lärmbelästigung Realität , sie ist ein Faktum , das überdies in den meisten Ländern der Europäischen Union an Häufigkeit zunimmt ; sie ist ein Angriff nicht allein auf das Gehör , sondern auf das gesamte Nervensystem der Bürgerinnen und Bürger , der oftmals infolge von Reizreaktionen und Schlaflosigkeit nicht nur zu Persönlichkeitsveränderungen führt , sondern auch Beschwerden im Hörsystem hervorruft.Ich komme aus einem südlichen Land , und offen gestanden habe ich schon sehr , sehr häufig bei mir gedacht : Wenn man doch bloß diesen Rasenmäher nebenan zum Schweigen bringen könnte

Die große Menge des bisher zusammengetragenen Wissens steht in keinem Verhältnis zu den wichtigsten Umweltfaktoren , die die Entwicklung einer ausgeglichenen Persönlichkeit beeinflussen
I imagine that you stay in a place where night flights are few and far between , for otherwise your response would be different. Do you realise that if there is no general European ban on night flights , this will result in competition between airports and in competition with a downward effect , where the acceptance of noise will be exchanged for jobs. Do you realise that in that way , you contribute towards an economy where the volume and pace of work increases constantly , to the detriment of the quality of life. The standards of the World Health Organisation are crystal clear : night noise leads to more irritability and to depression. Could I ask you , Commissioner , to review your intervention , and may I invite you to spend an evening , or a night , with me in the northern part of Brussels , so that you can see for yourself what those people have to put up with day and night

Sind Sie sich darüber im Klaren , dass ohne die Einführung eines allgemeinen europäischen Verbots von Nachtflügen zwischen den Flughäfen ein Wettbewerb entstehen wird , und zwar ein Wettbewerb nach unten , bei dem Lärm im Gegenzug für Arbeitsplätze hingenommen wird. Ist Ihnen bewusst , dass Sie damit zu einer Wirtschaft beitragen , in der immer mehr und immer schneller gearbeitet wird , und dies auf Kosten der Lebensqualität. Die Normen der Weltgesundheitsorganisation sind klar und eindeutig : Nachtlärm führt zu erhöhter Reizbarkeit und zu Schwermut. Darf ich Sie bitten , Frau Kommissarin , Ihre Ausführungen zu revidieren , und darf ich Sie dazu einladen , mit mir vielleicht einmal einen Abend oder eine Nacht am Nordrand von Brüssel zu verbringen , damit Sie selbst sehen können , was diese Menschen Tag und Nacht hinzunehmen haben
