That , of course , has made the whole debate briefer because it is not interrogatory.I want to say two things. Firstly , it is extraordinary that a Directive promulgated in 1986 has still not been properly implemented in some Member States. If Ms Evan's report does nothing else , it has brought to our attention the need to speed up the process , because that is at the heart of the reform of our procedures generally : implementation , how it is done , rather than innovation , is now always the motto.I agree with Mr Lund about Mr Nisticò's amendments. I have to say with great respect that I do not think I can support Amendments Nos 1 or 2 which he has withdrawn

Zunächst ist es höchst erstaunlich , dass eine 1986 erlassene Richtlinie in einigen Mitgliedstaaten noch immer nicht ordnungsgemäß umgesetzt wurde. Zumindest hat uns der Bericht von Frau Evans darauf aufmerksam gemacht , dass der Prozess beschleunigt werden muss , denn dies ist generell das Kernstück der Reform unserer Verfahren : Umsetzung , und wie sie erfolgt , statt Innovation , lautet jetzt immer das Motto.Ich stimme mit Herrn Lund bezüglich der Änderungsanträge von Herrn Nisticò überein. Bei allem Respekt muss ich sagen , dass ich die von ihm zurückgezogenen Änderungsanträge 1 und 2 wohl nicht unterstützen kann
We have not had enough time to question Commissioners ; we have not had enough time to follow up with an interrogatory process. There has been not one individual vote in any committee on any Commissioner , not one Commissioner has been forced to withdraw as a result of the questions as to his suitability and not one Commissioner has accepted any sort of responsibility for the events of the past. Because we cannot vote for individual commissioners tomorrow and because I cannot individually record my vote in this Chamber that my colleague Mr Patten would make a fine Commissioner for External Affairs , I am left with simply no choice but to vote against this whole Commission in order to send a message to Mr Prodi and his colleagues that if and when they are elected they will respond to this Parliament ; they will accept that it can no longer be business as usual and that we have to change our ways if we are to give the people of Europe the confidence they must have in this Parliament and its institutions
In keinem einzigen Ausschuß wurde eine Einzelabstimmung über einen Kandidaten durchgeführt , nicht ein Kommissar mußte aufgrund der Fragen zu seiner Eignung seine Kandidatur zurückziehen und keiner der Kommissare wollte irgend eine Verantwortung für die zurückliegenden Ereignisse übernehmen. Da es morgen nicht möglich sein wird , über die einzelnen Kommissare gesondert abzustimmen und ich in diesem Haus keine Möglichkeit habe , meine Stimme für meinen Kollegen Chris Patten abzugeben , der sich als Kommissar für Außenbeziehungen gut bewähren würde , bleibt mir keine andere Wahl , als gegen die gesamte Kommission zu stimmen. Nur so kann ich Herrn Prodi und seinen Kollegen signalisieren , daß sie , falls sie gewählt werden , diesem Parlament Rede und Antwort stehen müssen , daß sie nicht einfach weitermachen können wie bisher , und daß wir unser Verhalten ändern müssen , um den Bürgern Europas das notwendige Vertrauen in das Parlament und die europäischen Institutionen zu vermitteln
