Just step outside our geographical borders : from a Chinese , Indian or American perspective , the individual countries of our continent grow indistinct and merge ; what people see increasingly is Europe as a whole ; just cast your mind beyond our own age : in the eyes of history , the integration of the whole continent is the only chance of survival for the individual States.Only Europe can give us the strength to maintain and develop our cultures and the regional and local traditions we are so proud of. If we do not all stand shoulder to shoulder and defend this Union we have started to build over the last half a century , we will lose our autonomy and our influence in the world

Our history bears the marks of war , of war against each other , and Europe s indistinct borders mean that we cannot even be clearly recognised as a geographical entity.Therefore , what is it that binds us together. What enables us to live together. The answer to this may seem insubstantial to many people. Nonetheless , I believe it is the only answer available to us : democracy and human rights. These are what unite Europe. Dubious though some of the things emanating from this continent may have been , in terms of democracy and human rights this continent has sent out a message of indisputable global resonance. In the wake of the twentieth century , the century of great atrocities and crimes to end all crimes , that is this continent s moral imperative

These are contained in an extremely general document in which all the problems have been glossed over to prevent any conflict.So , in the first part on the new forms of European governance , the words federalism and superstate are not mentioned at all. Yet these are the main themes in any discussion of strong European institutions in which only day - to - day tasks of execution are decentralised and a collective vision is promoted within an indistinct whole. In this scenario the governments and national parliaments are merged with the regional and even local authorities and with the civil society , all of which are described , with no form of hierarchy , as integral elements of European governance

Doch diese Begriffe zeichnen sich unweigerlich ab , wenn die Rede ist von starken europäischen Institutionen , bei denen lediglich die laufenden ausführenden Tätigkeiten dezentralisiert sind und die ihre kollektive Vision in einem verworrenen Gebilde entfalten , in dem die Regierungen und die nationalen Parlamente mit den regionalen und sogar lokalen Behörden sowie der Zivilgesellschaft vermengt werden , die alle ohne jede Rangfolge als - ich zitiere - integraler Bestandteil der europäischen Entscheidungsstrukturen bezeichnet werden
