Every day the media sound the alarm bells to report that certain things are not running smoothly within the European Union. They report that the apparently efficient Community machinery is not as efficient , as honest or as incorruptible as we used to believe. This did not begin yesterday as there have been signs of a deterioration for some years now , and this has given rise to books , press articles , television programmes and individual and collective accusations

Die Medien verkünden , die scheinbar leistungsfähige Maschinerie der Gemeinschaft sei gar nicht so leistungsfähig , so sauber und so unbestechlich , wie wir einmal glaubten. Dieser Prozeß hat nicht erst gestern eingesetzt , schon seit einigen Jahren gibt es Anzeichen für eine Verschlechterung der Situation. Es gibt darüber Bücher , Presseartikel , Fernsehprogramme , Anzeigen durch Einzelpersonen und Personengruppen
All in all , Zimbabwe has the right conditions in place for this , in that the population is educated to a comparatively high standard , the jurisdiction is incorruptible , and the infrastructure is relatively sound. But we are already hearing about fresh occupations of farms and violent attacks. President Mugabe must be left in no doubt as to the fact that the violence and terror must be stopped , but it will take more than that to restore peace to this country. The political opposition will have to prove that it is politically viable. The fact that it was possible for observers to be present meant that in the end , despite the terror , the opposition was able to express its opinion freely on voting day
Die politische Opposition wird beweisen müssen , daß sie politikfähig ist. Sie ist trotz des Terrors durch die Ermöglichung der Beobachtung letztlich in den Stand versetzt worden , am Wahltag frei ihre Meinung zu äußern. Damit hat die Opposition einen Auftrag bekommen , den sie nun erfüllen muß. Hier müssen wir dazu beitragen , daß auf diese Weise Rechtsstaatlichkeit wiederhergestellt wird. I believe that as a democratic body , it is our duty to show particular sensitivity towards any criticism offered in good faith. Likewise , however , we must disregard attacks motivated by anti - European sentiments which aspire to discredit the European Parliament and the European Union's other institutional bodies. No attempt to terrorise us must be allowed to divert us from our course , and we cannot conceal the fact that we particularly regret that a few of our colleagues have contributed to those attacks , courting popularity by denouncing their fellow parliamentarians and putting themselves forward as the only incorruptible ones , to ensure their re - election.Mr President , we want the common Statute , but not a demeaning one which will offend our dignity. And we are prepared to continue our fight unwaveringly on that basis
Als demokratisches Organ haben wir meines Erachtens die Pflicht , besonders sensibel auf jede gutgemeinte Kritik zu reagieren. In gleicher Weise sollten wir jedoch Angriffe mit Mißachtung strafen , hinter denen antieuropäische Ressentiments stecken und die darauf gerichtet sind , das Europäische Parlament wie auch die anderen Organe der Europäischen Union zu diffamieren. Wir dürfen uns von den jeweiligen Einschüchterungsversuchen nicht erschüttern lassen , und wir können auch unser besonderes Bedauern darüber nicht verhehlen , daß einige wenige Kollegen in bestimmten Fällen bei diesen Angriffen mitgemacht haben , wobei sie andere Abgeordnete auf höchst demagogische Weise verurteilt und sich selbst als die einzigen Unbestechlichen hinstellt haben , um ihre Wiederwahl zu sichern.Wir wollen das einheitliche Statut , Herr Präsident. Aber kein einheitliches Statut , das uns herabsetzt und unsere Würde verletzt. Auf dieser Grundlage sind wir bereit , unseren Kampf unbeirrt fortzusetzen
