I want to make a second comment. Taken together with Amsterdam , we will have a substantial increase in legislation. I think we will have to pay more attention to the quality of our legislative texts than has been the case in the past. For instance , when I look at Parliament's amendments to legislative texts , I see that they lead in most cases to an almost dramatic expansion of texts which were originally shorter and more precise. This arises from many good political intentions , but leads to the texts becoming lengthy and confusing , and this is on the increase at European level. In short , with this procedure we shall add to the flood of standards and the incomprehensibility of the law , something we otherwise complain about
Wenn ich mir zum Beispiel Änderungsanträge des Parlaments zu legislativen Texten anschaue , dann führen sie in aller Regel zu einer geradezu dramatischen Aufblähung ursprünglich verhältnismäßig knapper und präziser Texte , geboren aus viel gutem politischen Willen , aber mit dem Ergebnis , daß die Texte lang , unübersichtlich und unverständlicher werden , was sich bei uns auf europäischer Ebene ja immer noch deutlicher bemerkbar macht. Kurz , wir leisten mit diesem Verfahren einen Beitrag zu der Normenflut und der Unverständlichkeit des Rechts , was wir ansonsten beklagen. Wir müssen sehr darauf achten , daß auch unsere gesetzgeberischen Texte knapper und präziser werden. Ich möchte mich wenigen Einzelheiten der Prioritätenliste zuwenden.Herr Ratsvorsitzender , es wäre gut , wenn eine neue Prioritätenliste etwas darüber aussagen würde , was aus den alten Prioritäten geworden ist
My electoral district in the southern part of Baden - Württemberg borders on Austria , which is admittedly a very beautiful country , and , being well acquainted with haulage companies complaints about the incomprehensibility of the ecopoint system , I agree with my group that the prevailing system has to be changed , and changed in the following respects. The first thing I want to say is that derogations are justified in the Alps , which are a sensitive region. The ecopoint system should therefore apply only , as was originally intended , to transit through the Alps and not also to journeys in the rest of Austria ; the alternative would be that the ecopoint system would constitute an arbitrary measure , and other Member States would be able to claim the right to impose their own. Secondly , the system of ecopoints must definitely come to an end in 2006. Thirdly , the state of technological development means that HGVs in emission categories 3 and 4 should lose their ecopoint liability altogether.In addition , I demand , specifically for what I will call Hörbrenz - Transit' , which particularly affects my electoral district - that is , traffic passing over a connecting stretch , only 16 kilometres long , between the German A 96 and the Swiss A 14 - special treatment in the form of the provision of an adequate number of ecopoints
Deshalb bin ich mit meiner Fraktion völlig einig , dass das geltende System in folgenden Punkten geändert werden muss. Erstens : Im sensiblen Alpenraum sind Ausnahmen gerechtfertigt. Das Ökopunktesystem sollte deshalb nur im originären Alpentransit und nicht auch für Fahrten im übrigen Österreich gelten , sonst würde das Ökopunktesystem eine Willkürmaßnahme darstellen , die auch andere Mitgliedstaaten für sich einfordern könnten. Zweitens : Das Ökopunktesystem muss definitiv 2006 enden. Drittens : LKW der Emissionsklassen 3 und 4 sollten aufgrund der technischen Weiterentwicklung vollständig von der Ökopunktepflicht ausgenommen werden.Darüber hinaus fordere ich speziell für den meinen Wahlkreis betreffenden so genannten Hörbranz - Transit - über ein nur 16 Kilometer langes Verbindungsstück zwischen der deutschen A 96 und der schweizerischen A 14 - in einer gesonderten Betrachtung die Bereitstellung einer ausreichenden Menge an Ökopunkten.Das Ökopunktesystem war ja an sich schon ein Kompromiss , verehrter lieber Freund Georg
