We could say that Ireland is a country under construction. However , in many of the villages around the cities of my constituency , houses are being thrown up with no thought for utilities , for enough water or sewage , or for the important elements of social infrastructure. Children spend their whole education in Portakabins. Often there are no sports fields or crèches and few shops. Rural villages quickly become dormitory towns with no sense of community. Is that alright with Europe. Does it tally with rural development. I need answers for the people of Watergrass Hill , Glenville and other towns : the people who are struggling with life in shiny new clusters of houses with no soul. We continue to support the Constitution
Man könnte Irland auch als ein Land bezeichnen , das sich im Bau befindet. Allerdings werden in vielen Dörfern meines Wahlkreises im Umkreis von Städten Häuser einfach aus dem Boden gestampft , ohne an eine ausreichende Wasserversorgung oder ein vernünftiges Abwassersystem zu denken und ohne dass man sich über die Kernelemente der sozialen Infrastruktur Gedanken macht. Manche Kinder verbringen ihre gesamte Schulzeit in Baucontainern. Oft gibt es keine Sportplätze oder Kinderkrippen und nur wenige Geschäfte. So werden Dörfer schnell zu „Schlafstädten“ ohne Gemeinschaftsgefühl. Ist das im Sinne Europas. Ist das ländliche Entwicklung. Ich bin den Menschen in Watergrass Hill , Glenville und den anderen Kommunen eine Antwort schuldig ; den Menschen , die hinter ihren neuen und glänzenden , aber seelenlosen Fassaden mit dem Leben zurechtkommen müssen. Wir sind uns alle darüber einig , dass dieses Dokument vielleicht nicht perfekt ist , doch wir befürworten es und haben aktiv an der Ausarbeitung mitgewirkt
We need to ensure that there is more diversification on the farm but we also need to ensure there is more diversification within the local economy. We need to look at the role of rural areas in providing dormitory accommodation to large conurbations , second ownership , recreation , tourism and so on. We also need to look at what sort of jobs are being provided. We need jobs which are based on technology , in particular the use of the Internet and ISDN technology. We also need to look at providing small - scale industrial units for starter firms in our rural areas. We need to look at a new role for the countryside.On enlargement and Agenda 2000 I finally wish to say that it is not worth prolonging the discussion as long as the institutional problems in the EU today remain unresolved
Wir müssen sicherstellen , daß es mehr Diversifizierung im landwirtschaftlichen Betrieb gibt , aber wir müssen auch dafür sorgen , daß sich die lokale Wirtschaft stärker diversifiziert. Wir müssen uns mit der Rolle der ländlichen Gebiete als Schlafstätte für große Ballungsgebiete , als Standort für Zweitwohnungen oder - häuser , für Freizeit , für Fremdenverkehr usw. befassen. Und wir müssen uns überlegen , welche Arten von Arbeitsplätzen angeboten werden sollen. Wir brauchen Arbeitsplätze , die auf der Technologie und insbesondere auf dem Internet und der ISDN - Technologie aufbauen. Wir müssen uns darüber Gedanken machen , wie wir für neue Unternehmen in unseren ländlichen Gebieten kleinere Betriebseinheiten anbieten können. Wir müssen uns eine neue Rolle für den ländlichen Raum überlegen. Es ist inakzeptabel , daß zwei Landwirte , die dasselbe Produkt erzeugen , unterschiedlich eingestuft und dafür bestraft werden , daß sie in unterschiedlichen Gebieten in der Gemeinschaft leben
Mr President , considering that there is broad agreement with the report by Mrs Napoletano , the European Commission's document is a basis which can be used to launch a serious and constructive debate to outline the terms of a Europe - wide urban policy. It is clear that a new strategy is needed to strengthen or restore the important role that European cities must play as regards social and cultural integration , the supply of resources , sustainable development and as a pillar of democracy. The purpose is not to develop Europe - wide urban policies in areas that can be better dealt with at local or regional level but rather to facilitate solutions and their application at European level , adopting a more targeted approach based on the instruments that exist in Member States and at Community level , with increased cooperation and coordination at all levels.Most cities today are a hodgepodge of many realities : business districts and residential neighbourhoods , historical centres and outlying dormitory towns , office areas which are deserted at night , shopping centres , student neighbourhoods , etcetera. Many neighbourhoods in the outlying areas are host to acts of vandalism and crime arising out of a lack of job opportunities or social and cultural life that keeps them isolated. To regain control of urban areas there must be better regional planning that revives the true notion of neighbourhood and reintegrates huge peripheral areas into the urban fabric , and this must be accompanied by efficient public and private transport.In our opinion , cultural activities must be promoted as a feature of development in cities , regions and throughout Europe , given the wealth of heritage available to us. This will have two effects : one direct effect , that of encouraging the creation of jobs that are often permanent ; and one indirect effect , connected to what is produced and which could offset the loss of jobs in the primary and secondary sectors. So , promoting the development of cultural activities as a factor of social and economic cohesion must be one of the new directions. For all this , it is fundamental that we increase the amounts earmarked for the Structural Funds , give more importance to studies on the theme of new services , and give attention to all the possible forms of tax relief , beginning with a reduction in the Value Added Tax on work to restore , recover and preserve cultural assets. Another area where cities can and must play a fundamental role is in the conservation of the environment , because the most serious environmental problems are concentrated in cities.Therefore , when planning and developing future strategies , greater attention must be given to urban development and rehabilitation of the decaying outlying areas , since this will favour synergy between specific actions at both local and regional level
Herr Präsident. Bisher hat der Schwerpunkt der durchgeführten Regionalpolitiken als Instrument zur Stärkung der wirtschaftlichen und sozialen Kohäsion auf der Entwicklung der am meisten benachteiligten Regionen der Union gelegen. In den letzten Jahren jedoch hat die Zahl der Stimmen derer zugenommen , die die Aufmerksamkeit darauf lenken , daß der Stadtbürger als Empfänger der Vorteile der Umwelt - und der Raumordnungspolitik eine größere Bedeutung erhalten sollte.Die Kommission stellte bereits in ihren Mitteilungen Europa 2000 und in jüngerer Zeit Europa 2000 Plus zur europäischen Raumordnung diese Tendenz fest , zu denen ich einen Bericht ausgearbeitet hatte , dem dieses Parlament mit überwältigender Mehrheit zugestimmte.Es ist überaus wichtig , daß wir die Gebiete in Insellage und äußerster Insellage , die subarktischen und die Bergregionen mit geringer Bevölkerungsdichte im Auge behalten , damit wir die Ungleichgewichte zwischen den Gebieten nicht verstärken. Europa , Herr Präsident , ist jedoch vor allem ein Kontinent der Städte. Die schwerwiegendsten Fälle von Armut , Marginalisierung , Arbeitslosigkeit , sozialer Ausgrenzung und Kriminalität finden wir heute in der städtischen Umwelt der Union. Diese Probleme sind um so schwerwiegender , je größer die Städte sind. In London , in den Ballungsgebieten der Docks , direkt neben der City , erlebt man die erbärmlichsten Fälle menschlichen Elends. Das gleiche gilt für Neapel , Amsterdam oder Madrid. Es gibt keine europäische Großstadt , die dieses Problem nicht kennt. Daher teile ich den Standpunkt der Kommission in bezug auf die Agenda 2000 , in der keine Verringerung der Mittel für die Stadtentwicklung vorgeschlagen wird , wie man aus den verschiedenen Kritiken zum URBAN - Programm anscheinend folgern könnte ; vielmehr ist deren Absicht , diese Mittel neu zu verteilen , um das Investitionsvolumen für die Unterstützung der Entwicklung der städtischen Ballungsräume der Union effizienter zu gestalten und zu erhöhen. Es ist richtig , 80 % der Bevölkerung Europas leben in städtischen Ballungsgebieten
